Standardize the collection and use of personal information of Internet applications

In order to regulate the collection and use of personal information in Internet applications, protect the rights and interests of personal information, and promote the rational use of personal information, the State Internet Information Office drafted the Regulations on the Collection and Use of Personal Information in Internet Applications (Draft for Comments), which will be open to the public from January 10. The draft proposes that Internet applications should inform users of the rules for collecting and using personal information through pop ups and other obvious ways when they are launched for the first time, and obtain clear expression of user consent rules on the premise that users are fully informed. The draft requires that Internet applications should not collect personal information of other personal information subjects other than users by calling the address book, call records, and SMS permissions, except those that are really needed to meet the needs of communication, add friends, and backup data. Where an Internet application provides personal information to a third party, it shall obtain the user's separate consent. According to the draft, Internet applications should provide users with a convenient function to log off their accounts. If a user cancels his/her account, the Internet application should complete the account cancellation within 15 working days, delete the collected personal information or anonymize it. (New Society)
