National security is the foundation of national rejuvenation and an important cornerstone for a nation's peace and security. The Fourth Plenary Session the 20th CPC Central Committee has made a systematic deployment around "advancing the modernization of the national security system and capacity, and building a higher level of safe", emphasizing "consolidating the centralized, unified, efficient and authoritative national security leadership system, accelerating the building of a new security pattern, and enhancing the initiative of national security". At present, the world is experiencing unprecedented changes, and traditional and non-traditional security issues are intertwined and compounded. The connotation of national security is richer than any time in history, the spatial-temporal field of national security is broader than at any time in history, and the internal and external factors affecting national security are more complex than at time in history. To build a new security pattern, we need to firmly establish the overall concept of national security, use the systematic thinking method of Marxism, fully consider the national conditions, the stage of development, the comprehensive national strength, and the great power game, and put forward an overall and forward-looking strategy

General Secretary Xi Jinping pointed out: "Party committees and governments at all levels should adhere to systematic thinking, further establish the concept that development is hard truth and safety is also a hard truth, consciously integrate development and safety in their work, plan together, deploy as a whole, and promote each other. Build a comprehensive “big security” system with an integral approach. In today’s world, security issues are complex and closely linked, and the traditional “fragmented” approach to security governance is no longer able to meet actual needs. Building a comprehensive “big security” system covering many fields levels has become an inevitable choice. An integral approach advocates grasping the essence and laws of things from their overall picture, internal relations and dynamic development, insisting on the primacy of the whole, focusing on interlinked interactions and highlighting the structure of levels. National security involves many fields including politics, economy, science and technology, biology, etc. Among them, security is the foundation of national security, and a stable political environment provides strong support for economic development, scientific and technological innovation, etc.; economic security is the foundation of national security and a strong economic strength provides material support for other fields’ security; science and technology security is directly related to the core competitiveness of the country; and biological security is closely related to’s lives and health. Only by treating various fields as an organic whole, breaking the sectoral division and departmental barriers, and forming a collaborative governance pattern, can we prevent and respond to all kinds of security threats, and realize long-term stability of the country and peace of the people.
Operate a synergistic approach to multi-subject interaction. The synergistic approach emphasizes conscious design, management and optimization of the interaction relationship and cooperative process between the system internal and other related systems, so that kinds of elements, resources and actions cooperate with each other in time, space and function, and complement each other’s advantages, so as to maximize the overall effectiveness. In practice each functional department plays a unique role in security affairs, and by strengthening the interaction mechanism among multiple subjects, establishing a normal communication mechanism and joint emergency disposal plan, the ability to respond to complex security threats can be greatly enhanced. For example, the security risks faced by different regions have their own regional characteristics, but they also influence each other. In dealing with crossborder crime, strengthening exit and entry control in border areas and deepening the fight against criminal networks in inland areas can better achieve the goal of cracking down on cross-border crime its entirety. The ways of regional security cooperation meetings and joint law enforcement operations in various places help break the geographical restrictions and form a joint prevention and control force. For another example, military-civilian interaction is in an important position in the national security system. The military has strong combat capability and professional technology, and the local has rich social resources and a range of information channels. In disaster relief, the military quickly deploys troops for rescue, and the local is responsible for organizing material support and resettling disaster victims. Only achieving efficient coordination between the military and the local can we form a strong joint force.
Dynamic thinking is applied to perfect the closed-loop mechanism of safety governance. Dynamic thinking emphasizes understanding and grasping the essence of things from process of their movement, change, evolution and development. Safety risks have the characteristics of transmission and coupling, and are in a continuous process of development and change, which requires us to dynamic thinking and establish a closed-loop mechanism of safety governance of "early warning-disposal-post-event assessment". Early warning is the first line of defense for safety, and by using advanced technical means such as sensors, big data and artificial intelligence to strengthen the functions of platforms such as the citizen hotline and the comprehensive governance center, it can and analyze real-time data in many fields such as politics, economy and society, and capture and respond to potential safety risks in time. Once a risk occurs, the intermediate must be rapid and effective, which requires a scientific and effective emergency plan and close cooperation among various departments to form an efficient emergency response mechanism. Post-event assessment is an important part the closed-loop mechanism of safety governance, which comprehensively and scientifically assesses safety incidents, analyzes the causes and coupling factors of incidents and the advantages and disadvantages of the disposal, helps to discover the loopholes in the safety protection system, timely repair and upgrade, and improve relevant systems and emergency plans

On the new journey, only by adapting to the complex and changeable security situation, transforming systematic thinking into an action framework for allelement coordination, full-link governance, and all-means application, and speeding up the construction of a new security pattern, can we achieve the scientific, precise, and efficient governance national security.
Integrate security resources to achieve all-element coordination.
