A number of awesome new policies were issued, a number of projects were signed, and a number of new scientific and technological products were unveiled... During the conference, the competent units, key enterprises and industry associations of the low altitude industry in several cities of the Greater Bay Area had in-depth exchanges and cooperation, and worked together to build a three-dimensional and networked low altitude economic industrial ecosystem. Aircraft appeared on mobile ordering platforms, and a few minutes later, takeout fell from the sky - in Guangzhou, such scenes have gone from imagination to reality. But this is not the whole picture of low altitude economy. During the conference, various types of aircraft appeared as the "leading actors" of low altitude economy, allowing visitors to have a more intuitive understanding of what low altitude economy is. SF's Fengyi Ark 40 drone is a "maintenance and supply officer" shuttling between island wind farms; The AW119 medical helicopter is an "aerial lifeline" that connects emergency sites with hospitals; Shanhe Xinghang's unmanned aerial vehicle firefighting integrated machine can operate stably for a long time at a height of 200 meters; The Xiaopeng split type flying car that can be "loaded into the trunk" has opened up the imagination of "air land integration" travel; The EH216-S manned aircraft of Yihang Intelligence outlines the outline of future urban air traffic... Behind the orderly shuttle of the aircraft across the sky is the monitoring and scheduling of the intelligent platform. The DJI agricultural drones and heavy logistics platform, Jifei Technology's intelligent farm robot matrix, and Zhifei Collaborative unmanned firefighting platform showcased at the conference jointly weave a three-dimensional operation network covering agriculture, transportation, and security. By 2025, the estimated market size of China's low altitude economy is expected to reach 1.5 trillion yuan, and is expected to exceed 2 trillion yuan by 2030. On this trillion dollar new track, the Guangdong Hong Kong Macao Greater Bay Area is one of the leaders. According to data from the Guangdong Provincial Development and Reform Commission, Guangdong has gathered over 30% of China's low altitude industrial chain enterprises, reaching 15000. In 2024, Guangdong's civilian drone production reached 6.94 million units, ranking first in the country. Among them, the market share of consumer grade drones accounted for 95% of the national market, and the market share of industrial grade drones accounted for 54% of the national market. In the current situation where many technical difficulties have been overcome and the industrial chain has taken shape, the development of low altitude economy requires more support and cooperation from upstream and downstream policies and the environment. The conference released the latest policies on the construction of low altitude economic infrastructure, technological innovation, management services, and other aspects, mainly including the implementation plan for the reform of low altitude airspace management in Guangdong Province, a map of infrastructure, the "Twelve Measures" for low altitude finance, and four provincial-level local standards. Among them, the "Twelve Measures for Low altitude Finance" focus on the financial needs of the development of low altitude economic clusters, highlighting the "new, comprehensive, and cooperative" approach to create a systematic support system. Twelve measures are proposed around mechanism construction, product and service supply, collaborative linkage, and supporting support, comprehensively improving the quality and efficiency of financial supply and pressing the "acceleration key" for the development of Guangdong's low altitude industrial clusters. The Guangdong Province Low altitude Flight Comprehensive Management Service Platform was officially launched at the conference. The platform has four major functions: low altitude air traffic management, joint supervision, safety prevention and control, and user service. It monitors over 50000 flights per day and processes 80 million data, providing solid support for busy skies. On site, the second batch of low altitude field pilot platforms in Guangdong were awarded, including five pilot platforms: the comprehensive performance pilot platform for new energy aircraft, the integration pilot platform for low altitude economic advanced materials and green power systems, the full space unmanned system equipment pilot platform, the intelligent connected vehicle+low altitude aircraft pilot platform, and the low altitude equipment safety and intelligent fusion testing and verification pilot platform. Talent reserve is equally important. At the conference, the Guangdong Province Low altitude Economy Talent Cultivation Service Platform was officially launched and put into operation. As the first provincial-level low altitude economy exclusive talent service hub in China, the platform will build a talent pool for the high-quality development of Guangdong's low altitude economy through the "1+2+5" service model. Multiple cities are working together in the Greater Bay Area to provide strong development momentum for the low altitude economy. As a core layout city for low altitude economy, Guangzhou has currently developed a full product matrix of manned aircraft ranging from 40 kilograms to 19 seats; In terms of infrastructure, it is planned to build 10 low altitude take-off and landing bases, 100 take-off and landing sites, and 1000 take-off and landing points by 2030. A flight camp headquarters will be established in Panyu, and additional camps will be set up in Zengcheng, Huangpu, and Nansha; In terms of policy support, it is planned to launch a government guidance fund of 20 billion yuan to help the upstream and downstream industries of low altitude cultural tourism gather and build a sound industrial ecology. In the 2024 Policy Address, Hong Kong Chief Executive Carrie Lam proposed the establishment of a working group to develop the low altitude economy, formulate development strategies and cross departmental action plans, as well as supporting regulations and construction systems. The Special Administrative Region government held the launch ceremony of the "regulatory sandbox" for low altitude economy on March 20, 2025, and announced the first batch of pilot projects. The Macao SAR government held the first meeting of the "Low altitude Economic Development Working Group" in August 2025. This working group was established by the order of the Chief Executive of the Macao Special Administrative Region, with the Economic and Technological Development Bureau serving as the coordinating unit. Relevant departments will jointly formulate laws and regulations on low altitude economic management that are in line with the actual situation in Macau, providing more comprehensive support for the industry to make good use of airspace resources and promote commercial deployment. The "2025 Blue Book on Low altitude Economy in the Guangdong Hong Kong Macao Greater Bay Area" points out that the future development of the low altitude economy in the Greater Bay Area will focus on collaborative integration. It is necessary to strengthen the linkage of the "three cores" of Guangzhou, Shenzhen, and Zhuhai, deepen cross-border cooperation with Hong Kong and Macao, explore rule docking and data exchange, and radiate and drive the development of the low altitude economy in eastern, western, and northern Guangdong, and build a "core led, fully covered" low altitude economic community in the Greater Bay Area.
