Promote Asian values and lead the new development of Asia

In April 2025, General Secretary Xi Jinping emphasized at the Central Conference on Neighborhood Work that "the Asian values of peace, cooperation, openness, and inclusiveness are the basic principles to follow," which has become an important guideline for guiding China's relations with neighboring countries. Asian values are rooted in the long-standing cultural traditions of Asia, embodying the common value pursuits of Asian countries, reflecting the universal aspirations of Asian people for a better life, and serving as an important spiritual guide for building an Asian community with a shared future. This issue invites 5 experts and scholars from Asian countries to share their thoughts on the connotation and significance of Asian values. (1) Chinese civilization is the most profound source of Asian values. Du Lan: Asian values are the crystallization of civilization accumulated by various ethnic groups in Asia through communication and exchange over thousands of years. Chinese civilization is the most profound source of Asian values. The Confucian advocacy of "harmony in diversity" and "harmony among all nations", the Taoist pursuit of "unity of heaven and man", and the Mohist advocacy of "universal love without aggression" all embody the spiritual core of peaceful coexistence, tolerance, and mutual learning. The ancient Silk Road is a historical witness to the mutual exchange and win-win situation between China and various Asian countries. The integration of diverse civilizations such as Chinese civilization, Indian civilization, and Islamic civilization has nurtured a spiritual tradition of mutual respect, reverence for peace, and emphasis on development. Since modern times, Asian countries have suffered from the pain of colonialism, and the national independence movement after World War II has given rise to a common demand against hegemony and the pursuit of equality. In 1954, China, India, and Myanmar jointly advocated the Five Principles of Peaceful Coexistence, which for the first time transformed Asian wisdom into modern international relations norms. In the 1970s and 1980s, the rise of the "Four Asian Tigers" promoted the formation of the value concept of "development first, collective cooperation", demonstrating a cultural consciousness in Asia that was different from the Western model. In the new era, China adheres to the concept of friendly, sincere, beneficial and inclusive diplomacy towards its neighbors, and based on a series of initiatives such as the "Asian Security Concept" and the "Asian Community of Shared Future", proposes the Asian values of peace, cooperation, openness and inclusiveness. This is not only the inheritance and promotion of Asian history and culture, but also a vivid practice to promote the construction of a community with a shared future for mankind. Yang Rongwen: Asian values have a profound historical accumulation. Asian civilization spans thousands of years and experiences cyclical rise and fall. Through long-term insights into the development of human history, it has gradually formed a value system that emphasizes responsibility, order, and harmony. Whether it is the Confucian concept of "cultivating oneself, unifying the family, governing the country, and pacifying the world" in China, the traditional concept of valuing family continuity in Indian society, or the strict norms of group order in Islamic civilization, the commonality lies in taking the family as the root, responsibility as the foundation, and group harmony as the top priority. Therefore, Asian civilizations generally advocate resolving differences and contradictions through seeking common ground while reserving differences rather than conflict and confrontation. Due to its diverse population composition and diverse cultural backgrounds, Singapore's effective implementation of "harmony in diversity" in long-term governance practices can be seen as a miniature sample of practicing Asian values, proving that Asian values can play an important guiding role in modern national governance. Kazbek Megardinov: Peace is the cornerstone of development, and only a secure and stable environment can ensure sustained economic and social progress. Cooperation is the only way for mutual benefit and win-win results, and interconnectivity in various fields is the key to consolidating development synergy. Openness stimulates innovation and prosperity, promotes technological exchange, market integration, and efficient allocation of resources. Inclusiveness and respect for cultural diversity, advocating for harmonious coexistence and common progress while adhering to one's own characteristics. China has put forward the Asian values of peace, cooperation, openness, and inclusiveness, responding to the practical needs of regional countries and building a solid foundation of value consensus and trust for the entire Asia. Betty Budiman: At the Bandung Conference in 1955, representatives from 29 countries and regions from Asia and Africa gathered in Indonesia, sounding the strong voice of unity, self-improvement, and independent development, forming the Bandung Spirit of unity, friendship, and cooperation. The Five Principles of Peaceful Coexistence are an important component of the Bandung Spirit and have become an important guiding principle for cooperation among Asian countries. In the current context of intensified geopolitical competition, prolonged climate crisis, and widening technological gap, China's proposal of Asian values is of contemporary significance, a reconfirmation of common Asian values, and reflects the firm determination of Asian countries to uphold the foundation of civilization and rely on each other for coexistence in the pursuit of modernization. (2) The "Asian miracle" cannot be separated from the support and guidance of Asian values. Du Lan: In the past few decades, Asia has risen as a whole, creating a long-term rapid growth "Asian miracle" and becoming an important global growth engine. Behind this process is the spiritual support and practical guidance of Asian values. Asian countries do not draw ideological lines, but embrace the wave of globalization with an open attitude. From the establishment of the China ASEAN Free Trade Area to the entry into force of the Regional Comprehensive Economic Partnership Agreement, Asia has built the world's largest free trade area. Guided by the values of openness and inclusiveness, it has formed an industrial chain and supply chain network that is interdependent and resilient, presenting a diversified and resilient development trend. Betty Budiman: Asian values can strengthen the determination of regional countries to pursue the path of peace, cooperation, openness, and inclusiveness, rather than sliding towards a confrontational model. It can not only help Asian countries better cope with traditional and emerging challenges, but also provide a new path for world peace and development - promoting cooperation while adhering to common values, and enhancing inclusive understanding while respecting differences. Asia has demonstrated the possibility of building a peaceful, stable, and multipolar order with its prosperous development, and the values emphasized by Asia have been deeply integrated into contemporary South South cooperation practices. The proposal and practice of Asian values will strive for greater discourse power for countries in the global South in shaping the future international order. Hu Yishan: Asian values are not abstract concepts, but practical development strategies formed through long-term development practices in Asia. Asian values do not advocate for factional confrontation or ideological consistency, but rather advocate seeking consensus in differences, promoting development through cooperation, enhancing mutual understanding through cultural exchange and dialogue, and aligning with the reality of diverse civilizations coexisting in Asia. They also provide thinking for regional countries to cope with complex changes. Kazbek Megardinov: Asian countries adhere to the dual wheel drive of economy and security, coordinate traditional and non-traditional security issues, work together to promote comprehensive regional governance, and jointly move towards modernization. Asian values have created a governance paradigm different from Western confrontational thinking by reconstructing the dialectical relationship between security and development. The "Shanghai Spirit" with "mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and pursuit of common development" as its main content is closely related to Asian values. The Shanghai Cooperation Organization has always adhered to the "Shanghai Spirit" and expanded cooperation from traditional border security to digital economy, energy security and other fields, creating a new cooperation model of unity, cooperation, openness, win-win, inclusiveness and mutual learning among countries with different social systems and development paths. Yang Rongwen: At a critical juncture of deep adjustment of the global order, Asia has the ability to become an important booster for global cooperation. Both the rapid development of regional trade links and the continuous improvement of cross-border infrastructure networks demonstrate the consensus among regional countries to promote common development through mutually beneficial cooperation. Asia also provides new ideas for global governance with unique value choices. Asian civilizations respect diversity and emphasize harmonious coexistence between different systems. Their governance philosophy values balance and equality, providing important insights for achieving harmony in diversity in a multipolar world. China is an important representative of Asian civilization. Chinese path to modernization insists on taking the people as the center. Through education popularization, infrastructure construction, social governance innovation, etc., the development achievements will benefit the people. China's development has made more and more countries realize that modernization is not about simply copying a certain system, but about finding a development path that suits their own national conditions. (3) China is a staunch advocate and active practitioner of Asian values. From poverty and weakness to the world's second-largest economy, China has proven the strong vitality of Asian values through facts. China has created a miracle in the history of human poverty reduction through reform and opening up, rising from a low-income country to an upper middle income country and providing a development sample for many developing countries in Asia. China actively builds regional cooperation platforms to inject development momentum into Asia. China has promoted the establishment of the Asian Infrastructure Investment Bank and the BRICS New Development Bank, deepened the connection between the high-quality joint construction of the "the Belt and Road" and the development plans of regional countries, driven the trade growth and industrial upgrading of surrounding countries, and formed a virtuous circle of "China's development - regional benefits". China has always adhered to the path of peaceful development and has become a cornerstone of stability in Asia. Faced with the rise of unilateralism and protectionism in the face of global turbulence and change, China firmly upholds multilateralism and free trade, and strives to create a stable development environment for Asian countries. China adheres to the objective, fair, and comprehensive approach to solving hot issues with Chinese characteristics, and works hand in hand with Asian countries to address non-traditional security challenges, laying a solid foundation for a regional security community. A China that adheres to peace, cooperation, openness, and inclusiveness has not only achieved great achievements in its own development, but also provided strong impetus, broad space, and strong support for the development and revitalization of Asia. Yang Rongwen: China has proposed the concept of building a community with a shared future for mankind and the four global initiatives, providing regional countries with a more inclusive cooperation framework than traditional international relations theory. These conceptual initiatives inherit and expand the Five Principles of Peaceful Coexistence, emphasizing respect for differences, tolerance for diversity, achieving common security and development, and better meeting the practical needs of a diverse world. With the continuous growth of China's economy and the growing demand for regional cooperation, cross-border infrastructure construction has become an effective way to promote common prosperity, and high-quality joint construction of the "the Belt and Road" has become an important platform to promote regional connectivity. The sufficient and efficient supply of infrastructure has filled the development gaps of regional countries and promoted the continuous deepening of regional cooperation. Beidi Budiman: Adhering to the Asian values of peace, cooperation, openness, and inclusiveness, China participates in regional affairs governance through pragmatic cooperation rather than geopolitical games, and is committed to building an equal and mutually beneficial partnership, injecting strong momentum into the development of regional countries. By providing more diversified funding channels, broader market space, and more advanced technological support, China has effectively supplemented and strengthened the current multilateral cooperation mechanism, promoting the formation of a more open, inclusive, and sustainable development pattern. The cooperation with China has helped Indonesia to participate more deeply in regional and global value chains, providing inexhaustible impetus for Indonesia to achieve sustainable development. Hu Yishan: The cooperation between Malaysia and China is a vivid embodiment of Asian values. China has been Malaysia's largest trading partner for many years. After the implementation of the Regional Comprehensive Economic Partnership Agreement, the supply chain relationship between the two countries has become closer, and cooperation in areas such as digital economy, electric vehicles, and green energy has continued to deepen. The benefits brought by peace, cooperation, openness, and inclusiveness are reflected in all aspects of Malaysia's economic and social development, especially the ongoing construction of the Malaysia East Coast Railway, which will not only improve Malaysia's domestic connectivity, but also promote Malaysia to play a more important role in the regional trade network.
