Yellow River Delta 'no fly order': a quick response to respect for life

Recently, five departments in Dongying City, Shandong Province jointly issued a notice clarifying that during the annual spring and autumn migration period of migratory birds, temporary control measures will be implemented on various unmanned aerial vehicles in the entire Yellow River Delta National Nature Reserve and the surrounding 3-kilometer bird foraging and habitat area to ensure the safety of migratory birds. Behind the implementation of the no fly order is a severe challenge in reality. Just before the implementation of the "no fly order", a drone collided with migrating geese near Dongying Binhai Avenue in the lower reaches of the Yellow River during low altitude filming, resulting in the death of the geese from head injuries. The cultural and tourism department of Dongying City immediately spoke up: When the wild goose fell from the sky, we understood that the price paid for these beautiful images captured by drones was too heavy! This kind of uncivilized bird hunting behavior is by no means an isolated case. In recent years, with the popularity of drones, drone shooting and even bird chasing have quietly emerged in the "bird love circle", and incidents of "drone injuries" during migratory seasons of birds in various regions have occurred from time to time. For example, there has been a case in Huai'an, Jiangsu where the Eastern White Stork was killed by a drone that twisted its legs, and the Swan in Lake Selim, Xinjiang, rose up in rebellion due to the harassment of drones. Drone close in filming may not only harm birds, but also cause them to be frightened, abandon their chicks, and even disrupt their foraging and resting rhythm, affecting their physical reserves required for migration. The uncivilized bird shooting in the name of "recording nature" and harming the reality of wild animals regards migratory birds as "large pieces of material" that can be "approached" and pursued, which is opposite to the cognitive conflict of "life community" and runs counter to the concept of "respecting nature, conforming to nature and protecting nature" required by Chinese path to modernization. Chinese path to modernization is a kind of modernization in which man and nature coexist harmoniously. Both migratory birds and other wild animals are precious components of the 'community of life'. The Wildlife Protection Law of our country has long explicitly prohibited activities that hinder the survival and reproduction of wild animals in nature reserves, and some places have also formulated relevant regulations to protect biodiversity. The issuance of the "no fly order" in the Yellow Triangle is a resolute and rapid response from relevant government departments and enterprises to respect life. After the drone strike that killed geese on November 1, 2025, on November 3, Dongying Municipal Bureau of Culture and Tourism explicitly stated that all works taken by drones chasing or disturbing bird flocks would be disqualified from participating in local photography competitions once verified; On November 4th, DJI, a leading drone company, immediately designated the Shandong Yellow River Delta National Nature Reserve as a "strengthened warning zone"; On November 12th, the Yellow River Delta National Nature Reserve was designated as a no fly zone for drones... A series of timely and effective measures are not only a timely response to ecological threats, but also a responsibility for ecological governance and protection. But it should also be noted that behind drone bird injuries, relevant laws and regulations are still lagging behind. At present, the provisions of the Wildlife Protection Law of the People's Republic of China regarding "obstructing the survival and reproduction of birds" are still relatively vague in defining specific forms of interference such as drone noise and flight trajectories. The relevant departments still face difficulties in regulating and obtaining evidence for "black flying" behaviors that occur outside the protected area or through technological means to break through the "electronic fence". To completely eliminate the behavior of harming birds in the name of love, on the one hand, relevant departments need to strengthen monitoring and patrol density, accurately identify illegal flight behaviors through technological means, and strengthen punishment for behaviors that repeatedly fail to reform or cause adverse consequences, effectively enhancing deterrence; On the other hand, it is necessary to fully mobilize social organizations and public forces, such as photography industry associations and professional media, to jointly resist and condemn bird pasting photography and video works. Only through continuous positive guidance can the concept of civilized bird watching be internalized in the heart and externalized in practice. (New Society)
