In order to further promote the innovative development of China's new Internet Exchange Center (hereinafter referred to as the "Exchange Center"), the General Office of the Ministry of Industry and Information Technology recently issued the Guiding Opinions on Accelerating the Innovative Development of the National New Internet Exchange Center (hereinafter referred to as the "Guiding Opinions"), which clearly focuses on building a modern information infrastructure, supports the deep integration of "cloud computing, math and intelligence" into the Internet, focuses on optimizing the network business environment, plans to optimize the construction layout of the Exchange Center, stimulate business innovation vitality, enhance security capabilities, and provide solid support for the development of new quality productivity, building a network power and a digital China, and promoting high-quality economic and social development. As an important new information infrastructure, the National New Internet Exchange Center is of great significance in promoting the optimization and evolution of the national Internet architecture and the high-quality development of the regional digital economy by building a neutral, fair and open traffic centralized exchange platform to achieve efficient data flow between different networks. Currently, the integration of "network cloud computing intelligence" is accelerating, and the demand for cross regional computing power collaboration is increasing. Industrial digitization requires higher requirements for low latency and high-quality data interconnection. In order to further improve the layout of the exchange center, expand business application scenarios, and build a secure operational defense line, the Ministry of Industry and Information Technology has studied and formulated the "Guiding Opinions", focusing on issues such as "how to build", "how to use", "how to manage", and "how to implement". It proposes 15 specific measures in four aspects, including building an exchange center network system, deepening exchange center application innovation, improving exchange center supervision system, and strengthening organizational implementation. Focusing on the issue of "how to build", the "Guiding Opinions" propose three key tasks: overall optimization of the overall layout, expansion of business coverage, and strengthening facility coordination and linkage. These mainly include supporting the establishment of exchange centers in areas with strong demand, concentrated business, good foundation, and obvious regional advantages, in response to regional coordinated development strategies and major regional strategies; Encourage exchange centers to expand their nodes to other cities within the province and neighboring provinces, and explore long-distance interconnection between exchange centers across provinces; Strengthen the coordination and linkage of facilities, and promote the collaborative planning of network facilities such as exchange centers and national Internet backbone direct connection points. Focusing on the issue of "how to use", the "Guiding Opinions" propose four key tasks: expanding traffic exchange scenarios, promoting the coordinated development of "computing, networking, and intelligence", enhancing industry empowerment, and promoting technology research and development deployment. These mainly include guiding value-added telecommunications enterprises to interconnect through exchange centers, supporting exchange centers to provide multi line access, cross-border network channels, and other services; Promote the widespread access of exchange centers to data centers, intelligent computing centers, and supercomputing centers, accelerate the integration of computing into a network, and build computing power scheduling and trading platforms, as well as intelligent agent interconnection platforms; Support the exchange center to provide innovative services for enterprise cloud, multi cloud interconnection, 5G virtual private network, industrial Internet, satellite Internet and other scenarios; Promote the deployment and application of cutting-edge technologies in the exchange center, fully support IPv6 functionality, and support the research and development of common technologies in the exchange center. Focusing on the issue of "how to manage", the "Guiding Opinions" propose four key tasks: strengthening operational quality assurance, enhancing safety protection capabilities, improving compliance and interconnection management, and strengthening business supervision and management. These mainly include strengthening the implementation of operational safety responsibilities for exchange centers, improving emergency response plan systems, and enhancing emergency response capabilities; Establish and improve management systems for network security, data security, and information security, and strengthen the construction of technical means; Establish and improve the management system of the exchange center, organize special actions to thoroughly rectify illegal internet behavior, and guide inter network traffic to be diverted through compliant channels; Develop and improve business management standards, promote the construction of a supporting monitoring system for exchange centers, regularly report operational status and related safety monitoring data, and ensure stable and reliable services. Focusing on the issue of "how to implement", the "Guiding Opinions" propose four safeguard measures. One is to increase policy support. Encourage local governments to introduce supportive policies to ensure funding, venues, personnel, and other factors, and provide subsidies and support for enterprise access fees. The second is to promote win-win cooperation among enterprises. Guide basic telecom enterprises to increase investment in BGP bandwidth, transmission lines, international special lines and other resources, improve the tariff system and provide reasonable discounts to small and medium-sized enterprises, and promote Internet enterprises, government cloud and other enterprises to join the open Internet ecosystem. The third is to deepen industry exchanges and cooperation. Give full play to the collaborative role of industry organizations, form a working force, promote replicable advanced experience and practices, and coordinate and solve problems in implementation. The fourth is to promote international exchange and cooperation. Explore the interconnection with international exchange centers, study the feasibility of establishing nodes for Chinese exchange centers abroad, and encourage participation in international organization work.
