The draft has added guiding principles for the construction of the People's Police Force, the People's Police Security System, and the Chinese People's Police Day. According to the actual changes in the people's police force, the people's police of the labor reeducation management organs will be removed from the scope of the people's police, and the drug rehabilitation people's police of the judicial administrative organs will be added. The draft has improved the regulations on the responsibilities and powers of the people's police in public security organs, while adding the responsibilities and powers of the people's police in national security organs, prisons and drug rehabilitation police in judicial administrative organs, and judicial police in people's courts and procuratorates. Optimized existing regulations such as traffic and on-site control, administrative coercion and penalties, and criminal measures, and added content such as serving the people, alarm service platforms, police mobilization and use, and the principle of moderate exercise of authority. The draft clarifies the behaviors that should bear disciplinary and legal responsibilities, as well as the provisions for lifelong accountability or responsibility, improves the provisions on suspension of duties and confinement, adds provisions on the responsibility of the people's police organs, and punishes relevant personnel who fail to perform their duties in accordance with the law and exercise their powers beyond the scope of statutory duties.
