Thanks to the two "AI+Medical Health" policies recently released by Beijing, the AI diagnosis and treatment capabilities of Ganjiakou Community Health Service Center in Haidian District, Beijing may be further improved; Yingtong Technology, a company that specializes in big data modeling of retinal lesions, will have the opportunity to collaborate with medical institutions to obtain better landing scenarios. The Action Plan clearly states that by 2027, artificial intelligence technology in Beijing will be widely applied in the entire process of disease prevention, screening, management, rescue, treatment, and rehabilitation. Medical and health institutions in the city will generally carry out the landing and application of artificial intelligence products, and the people will enjoy better medical services. Starting from four dimensions of focusing on clinical needs, strengthening data governance, optimizing support systems, and strengthening policy guarantees, the "Several Measures" anchor Beijing to establish an artificial intelligence industry support system in the medical and health field by 2027, which includes "precise demand matching, efficient data circulation, rapid technology transformation, and ecological coordinated development". The "15th Five Year Plan" proposes to comprehensively implement the "Artificial Intelligence+" action, lead the paradigm change of scientific research with artificial intelligence, strengthen the combination of artificial intelligence with industrial development, cultural construction, livelihood security, and social governance, seize the high ground of artificial intelligence industry application, and empower thousands of industries in all aspects. Deng Kai, Director of the Information Department of the Beijing Municipal Health Commission, said that Beijing has simultaneously released the "Action Plan" and "Several Measures" aimed at promoting the deep integration of artificial intelligence technology and the medical and health industry, driven by industry application needs, and helping to break through the forefront of artificial intelligence medical and health technology and empower the development of the industry in both directions. Beijing has a unique advantage in promoting "AI+healthcare". On the one hand, the artificial intelligence industry chain is complete and has a group of leading technology research and development enterprises; On the other hand, Beijing has the largest number of tertiary hospitals and national medical centers in the country, gathering various specialized disease databases. In addition, by 2025, the National Artificial Intelligence Application Pilot Base (in the medical field) will be established in Beijing, focusing on precision diagnosis and treatment as well as biopharmaceutical manufacturing. Deng Kai introduced that the Action Plan encourages medical institutions to cooperate with high-quality artificial intelligence enterprises in application research and development, cultivate and select mature products, and promote their application in relevant medical institutions throughout the city. Jin Xiaoyu, Deputy Director of Ganjiakou Community Health Service Center, said that grassroots medical institutions urgently need AI assistance to improve their diagnosis and treatment level. Recently, this grassroots medical institution has been experimenting with artificial intelligence assisted diagnosis and treatment. Jin Xiaoyu introduced that they have applied AI to assist in the diagnosis and treatment of pulmonary nodules and evaluate retinal lesions. I hope that artificial intelligence can be better applied in the quality control of electronic medical records, image data, and health record data in primary healthcare institutions. Jin Xiaoyu gave an example that with the gradual promotion of hierarchical diagnosis and treatment, many grassroots medical institutions have set up radiology departments, but it is difficult for community health service centers to recruit radiologists, and some community centers even do not have radiologists. In the past, in terms of image quality control, more reliance was placed on medical consortia and regional radiation quality control centers, adopting spot checks, but the coverage was insufficient. In the future, we hope to use artificial intelligence to assist primary healthcare institutions in image quality control, achieving full data quality control in the process of imaging and issuing diagnostic reports. Her expectation is also emphasized in the Action Plan: to encourage medical institutions to develop and use artificial intelligence products such as electronic medical record quality control and image data quality control. AI assisted assessment of retinal lesions has been applied in 48 community medical institutions in Haidian, including Ganjiakou Community Health Service Center. Yingtong Technology has participated in the implementation of this technology in primary healthcare institutions. The vice president of the company, Su Wen, said that in the past, it used to rely on companies to recommend to each hospital, but the new AI policy of Beijing Medical and Health clearly aims to provide a platform for companies to find more application scenarios for technology. In Su Wen's view, data is the foundation of the development of artificial intelligence. Beijing's new policy proposes to strengthen data governance and unleash the value of factors. The relevant measures include accelerating the construction of the Beijing National Health Information Platform, integrating various medical data, and providing high-quality datasets for enterprises. At the same time, the new policy establishes data anonymization and labeling standards to ensure data security and promote data circulation and transactions, which will greatly improve the efficiency of enterprises in obtaining and using high-quality data. In addition, Su Wen noticed that the new policy encourages deep communication and docking between enterprises and medical institutions, forming a supply-demand docking mechanism. The policy also specifies the need to open up diversified pilot application scenarios. She said that this will help companies better understand clinical needs, optimize algorithm models, and achieve efficient cooperation with medical institutions. In the future, we hope to apply artificial intelligence to the entire process of target discovery, mechanism exploration, and clinical application of stem cell drugs. Two new AI policies in Beijing have also made clear arrangements to address the data quality issues that AI companies and medical institutions are concerned about. Guo Moling, Director of the Beijing Health Big Data and Policy Research Center, said that Beijing is actively promoting the construction of high-quality datasets based on the National Artificial Intelligence Application Pilot Base. At the institutional level, establish a complete regulatory system covering data standards, security compliance, privacy protection, and ethical review; At the operational level, explore the establishment of sustainable incentive mechanisms for data exchange, quality control, and development and utilization. Guo Meining said that the current promotion strategy adopted by the base is "organ based and specialized", and has made phased progress. For example, the construction and annotation of the tuberculosis CT imaging standard dataset led by Beijing Chest Hospital affiliated with Capital Medical University has accumulated valuable experience for the construction of high-quality specialized disease datasets.
