According to the website of the State Administration for Market Regulation, the State Administration for Market Regulation, the Ministry of Education, the Ministry of Human Resources and Social Security, and the State Administration for Market Regulation jointly issued the "Implementation Opinions on Strengthening the Work of Drug Regulatory Talents in the New Era" (hereinafter referred to as the "Opinions"), deeply implementing the spirit of the 20th National Congress of the Communist Party of China and its plenary sessions, as well as the spirit of the Central Talent Work Conference, and striving to build a high-quality drug regulatory talent team with strong political integrity, excellent business skills, appropriate scale, and reasonable structure. At present, China is in a critical period of transitioning from a pharmaceutical powerhouse to a pharmaceutical powerhouse, and the high-quality development of drug regulation work requires more urgent talent. The Opinion closely focuses on the needs of drug regulatory reform and development, proposing 12 measures in three aspects: strengthening the construction of key talent teams, deepening the reform of talent development system and mechanism, and strengthening organizational implementation. The Opinion proposes to strengthen the construction of talent teams in professional fields such as drug review and approval, inspection and inspection, testing, standard development, monitoring and evaluation, explore the establishment of a graded and classified management system for reviewers, establish a professional and specialized inspector team covering the entire process of research and development, registration, production, and operation, cultivate innovative field inspection and testing talents, strengthen the staffing of drug vigilance institutions, and promote scientific supervision of the entire life cycle of drugs. The Opinion also proposes to strengthen the construction of talent teams for drug supervision at the city and county levels, and clarifies the requirements for the proportion of personnel with pharmaceutical related professional backgrounds engaged in drug supervision work at the city and county levels; To build a talent team for the supervision of traditional Chinese medicine with Chinese characteristics, and to construct a talent team for the supervision of traditional Chinese medicine in a hierarchical, specialized, and large-scale manner; To build a leading talent team for drug supervision, with national and provincial-level technical support units as the main carriers, cultivate, select, and introduce a group of leading talents in different fields; We need to cultivate a team of outstanding young talents, encourage and support them to train on the front line of regulatory work, and play a leading role in key work, major projects, and major cases. The effectiveness of their work will serve as an important reference for professional title evaluation, job promotion, and other important tasks. The Opinion clearly states that it is necessary to improve the talent training mechanism, cultivate a group of professional and technical talents in different fields, accelerate the construction of the professional system of drug supervision related disciplines, and strengthen the training and practical training of professional talents throughout the system. Reform the talent evaluation and promotion mechanism, accelerate the construction of a talent evaluation system guided by innovative value, ability, and contribution, and give policy support to professional talents and outstanding young talents who have made significant breakthroughs and outstanding contributions in their work. A sound talent incentive mechanism can implement flexible and diverse forms of salary distribution for high-level talents. Innovate the mechanism for talent mobility and allocation, explore and promote cross departmental and cross regional integrated talent allocation, support the construction of a drug regulatory talent highland, and implement more open talent introduction policies. The Opinion requires that drug regulatory departments at all levels should effectively implement the political responsibility of the Party in managing talents, and include talent work in the important agenda of their own party committees (party groups). Ensure adequate funding and strengthen investment and support for talent work in the allocation of drug regulatory resources and the construction of service systems. Create a good ecology, adhere to the combination of strict management and kindness, and give equal importance to incentives and constraints, strengthen political guidance and spiritual incentives for talents, and effectively guide talents to enhance their enthusiasm, initiative, and creativity in work and entrepreneurship.
