From household appliances and children's toys to building materials and automotive parts, the online trading volume of industrial products has been increasing year by year, but their quality and safety issues are frequent. In this context, the State Administration for Market Regulation and 14 other departments jointly issued the "Action Plan for Special Governance of Quality and Safety of Industrial Products for Online Sales (2025-2027)", which outlines a roadmap for the three-year regulatory campaign and demonstrates the country's determination and systematic thinking to strengthen the supervision of quality and safety of industrial products for online sales. The frequent occurrence of quality and safety issues in industrial products sold online is rooted in the lack of responsibility implementation and the lag of regulatory mechanisms. Some platform operators ignore compliance requirements and continue to sell products that do not meet mandatory standards, forge certification certificates, and engage in other behaviors despite repeated bans; Some platforms, in pursuit of traffic and transaction volume, have relaxed the qualification review of merchants who have joined, and have inadequate verification of product information; Some even use new models such as live streaming sales to mislead consumers through fictitious effects. These issues not only infringe upon consumer rights, but also disrupt the market order of fair competition, and there is an urgent need to increase the supervision and governance of quality and safety. The key to building a strong defense line for the quality and safety of industrial products sold online is to solidify the responsibilities of multiple stakeholders. The special governance action clearly requires platforms and operators to fulfill the obligation of being the first responsible person for quality and safety, strengthen the source audit of key product information, include the quality and safety status in the compliance risk control list, and actively use technologies such as big data and artificial intelligence to identify products with abnormal prices and concentrated complaints. At the same time, it also innovatively proposes to promote government departments to open up licenses and public data, and to carry out code verification pilot projects with a focus on online sales products related to security, providing support for production source tracing, platform verification, and consumer identification. Tighten the chain of responsibility in order to form a regulatory synergy. Regulatory authorities should continue to implement the requirements of the action plan, adopt rolling investigation and monitoring methods such as "technical defense+human defense" and "online monitoring+offline verification", increase the disposal of unqualified products and illegal merchants, and deepen cross regional and cross departmental cooperation to form a joint force for cracking down. In addition, the special governance action also emphasizes the promotion of social governance, fully leveraging the role of public participation in supervision and industry association regulation and self-discipline, and guiding online trading operators to operate in compliance. Quality is the lifeline of development. Only by taking the system as the foundation, responsibility as the key, and technology as the wing, making compliant operation a consensus in the industry, and making the effectiveness of special governance tangible, can we effectively curb the chaos of quality and safety of industrial products sold online, truly safeguard the safety of people's lives and property, and safeguard the sustainable and healthy development of the digital economy.
