Starting from next year, China will adjust tariffs on some goods to benefit people's livelihoods, high-end manufacturing, etc

At the end of each year, our country will optimize and adjust the tariff rates and items of some imported and exported goods based on the new situation and changes in economic and social development. The State Council Tariff Commission issued a public announcement on the 29th, clarifying the tariff adjustment plan for China in 2026. In the plan announced this time, what goods have been adjusted in import tariffs? What impact will it have on our lives? According to the adjustment plan released by the Tariff Commission of the State Council, in order to enhance the linkage effect between domestic and international markets and resources, and expand the supply of high-quality goods, a temporary import tax rate lower than the most favored nation tax rate will be implemented for 935 goods next year. Among them, reducing import tariffs on some key components and advanced materials to promote high-level technological self-reliance and modernization of the industrial system is a major highlight of this temporary import tax rate adjustment. Taking products such as CNC hydraulic air cushions and special-shaped composite contact strips for press machines as examples, the reduction of import tariffs will directly benefit the development of high-end manufacturing industry. As a core supporting component of the automotive manufacturing industry, CNC hydraulic air cushions for press machines are mainly used for stamping processing of automotive body coverings and chassis parts, and also widely serve industries such as home appliances and aerospace that require high-precision stamping forming. Li Yanxia, Chief Engineer of the China Machinery Industry Federation, introduced that the implementation of a temporary import tax rate of 6% on CNC hydraulic air cushions will effectively improve China's technological equipment level, drive the improvement and efficiency of related upstream and downstream industries, and help build a modern industrial system with advanced manufacturing as the backbone. In terms of supporting the comprehensive green transformation of economic and social development, the adjustment plan also specifies that next year, import tariffs on resource commodities such as recycled black powder for lithium-ion batteries and unburned pyrite will be reduced. Among them, regenerated black powder for lithium-ion batteries can be used as a positive electrode material for lithium-ion batteries, effectively enriching the supply sources of lithium-ion battery raw materials. According to industry estimates, for every 10000 tons of recycled black powder raw materials imported, it can reduce the mining of approximately 500000 tons of primary ore and decrease carbon emissions by 25000 tons. Zhao Jungui, Vice President of China Petroleum and Chemical Industry Federation: We account for over 70% of the global share of materials in the entire lithium-ion battery industry chain, from positive and negative electrodes, electrolytes to packaging materials. We consume a large amount of battery materials every year, and over 80% of these materials are imported. The country has temporarily set a tariff rate for renewable black powder of lithium-ion batteries and implemented a more favorable tax rate policy, in order to ensure the diversification of lithium battery raw material sources and support the development of the lithium battery industry. Livelihood security has always been an important focus of tariff adjustments. Since 2018, China has repeatedly reduced import tariffs on finished drugs and raw materials, and the vast majority of raw materials for anti-cancer drugs and rare disease drugs that have been specifically listed in the tariff code have implemented zero tariffs. To increase efforts to ensure and improve people's livelihoods, China will continue to reduce import tariffs on pharmaceutical raw materials and medical devices that are of great concern to the people and have high clinical demand. According to the adjustment plan, the import tariffs on medical products such as artificial blood vessels and some infectious disease diagnostic kits will be lowered next year. Gao Yuning, Vice Dean of the School of Public Administration at Tsinghua University, stated that this adjustment specifically reduces the import tax rate for artificial blood vessels. Artificial blood vessels are a key imported medical device with high added value, high precision, and concern for public health. The adjustment of tax rates allows patients with cardiovascular and cerebrovascular diseases who have relevant treatment needs to enjoy more favorable treatment plans and lower treatment costs. In addition, to serve technological development and progress, support the development of circular economy and forest economy, the plan also specifies the addition of domestic sub items such as intelligent bionic robots, bio aviation kerosene, and forest ginseng next year. After the adjustment, the total number of tariff items is 8972. It is worth noting that bio aviation fuel is included. This is a type of aviation kerosene produced from renewable resources such as waste animal and vegetable oils and cooking waste oil, which belongs to sustainable aviation fuel. Zhao Jungui introduced that compared to traditional aviation fuel, the entire lifecycle of bio aviation fuel can reduce carbon emissions by more than 80%. In the field of robotics industry, China has achieved rapid and vigorous development in recent years, with significant improvement in technological level, and some product technologies reaching the international leading level. Li Yanxia stated that adding tax items to emerging products such as robots can help industries and enterprises accurately grasp trade data, analyze overseas market development trends, and formulate scientific and efficient development strategies. Li Yanxia: Driven by policy support, technological innovation, and market demand, China's humanoid robots are in a hot development trend, with applications in industry, services, and special scenarios constantly expanding. This time, the tax classification system for intelligent bionic robots and cleaning robots will be further improved, which will enhance our tax classification system in the mechanical field. In terms of treaty tariff rates, next year we will continue to implement treaty tariff rates on some imported goods originating from 34 trading partners, based on the 24 free trade agreements and preferential trade arrangements I have signed with them. In addition, we will continue to grant 100% tariff free treatment to the 43 least developed countries that have established diplomatic relations with us, in order to promote economic and trade cooperation with the least developed countries and help their economic development.
