The Industrial Internet and Internet of Things Research Institute of China Academy of Information and Communications has recently released the Research Report on the Development of Data Intelligent Service Industry (2025) (hereinafter referred to as the "Report"). According to the report, China has the world's largest and most complete industrial system, with a unique endowment of factors. With massive data resources, a huge market size, and reasonable guidance from the government, China has a strong ability to implement applications and innovate models. It is expected to use its huge market size to promote research and become a pioneer in the application of data intelligence services and the practice of data elementization. In recent years, the rapid development and practical application of new generation artificial intelligence technologies such as large models, intelligent agents, and embodied intelligence have had a huge impact on fields such as scientific research, production and manufacturing, and life services. In this context, data intelligence services have become a key variable driving the development of the digital economy and the transformation towards social intelligence, receiving high attention from various fields. Yin Zihang, deputy director of the Data and Intelligent Business Department of the Industrial Internet and Internet of Things Research Institute of the Chinese Academy of Information and Communications, introduced that the data intelligent service industry is a new type of digital intelligence capability supply system and intelligent productive service industry under the deep integration of the new generation of artificial intelligence technology and data engineering technology. It takes data as the core production factor, intelligence as the key productivity, and services as the form of value realization, covering data aggregation, processing, annotation, model training, and intelligent application. Unlike the traditional big data industry, which mainly focuses on solving the problems of large-scale storage and computing of data, the data intelligence service industry focuses on the deep release of data value and the application of intelligent technology, mainly solving the problems of data value realization and intelligent decision-making. Yin Zihang explained in the report that the data intelligence service industry currently presents four major characteristics: data-driven elements, intelligent paradigm leading, service scenario integration, and value cycle gain. Data element driven refers to the use of data as a core production factor to drive industrial upgrading and model innovation; The guidance of intelligent paradigm means that industrial development has undergone a fundamental shift from "process driven" to "intelligent driven"; At the same time, the deep integration of service scenarios triggers the reshaping of business processes, ultimately achieving a closed-loop flywheel effect of "data intelligence service new data", which generates value cycle gains. The report proposes that currently, the data intelligence service industry has formed four major business models: platformization, scenarization, subscription, and collaboration. Among them, the platformization model takes the platform as the core hub, connecting data suppliers, technical service providers, and industry demanders to build an efficient ecosystem; The scenario based mode provides customized services for the entire process from requirement research to continuous iteration, which deeply fits the actual business needs; The subscription model encapsulates mature data intelligence applications into lightweight products, which are easily accessible through low threshold subscription methods; The collaborative model integrates core resources such as government, enterprises, and universities to collaboratively address complex issues and achieve win-win outcomes for all parties involved. Looking ahead to future development, Yin Zihang believes that the technological architecture of data intelligence services will evolve towards modularity and loose coupling, and architectural innovation will become more flexible; The application mode will transform towards verticality and value orientation, and the vertical domain model will continue to deepen; Industrial development will present high knowledge and high-value characteristics; Security governance will show a trend of multi-level and global integration, with increasingly clear business orientation.
