Expanding 'Incremental Space' for the Future of China - New Observations on Poverty Alleviation Areas in China

The great significance of China's victory in the battle against poverty is increasingly being recognized. It an important milestone in the Chinese-style modernization process, a solid step toward achieving common prosperity for all, and will have a far-reaching impact on promoting the modernization of world.

The 15th Five-Year Plan Proposal firmly embeds the goal of common prosperity and has outlined a series of strong and equitable policies and measures at ensuring and improving people's livelihoods. The Central Economic Work Conference has required that "investment in things and investment in people must be closely integrated," and has for the need to "continuously consolidate and expand the achievements in poverty alleviation."

During the "14th Five-Year Plan" period, the fiscal input in the people's livelihood sector accounted for more 70% of the national general public budget expenditure. The promotion of more capital resources "investing in people" reflects the development purpose of putting the people first.

More than 30 years ago, Comrade Xi Jinping wrote in his book "Emancip from Poverty" that "a weak bird may hope to fly first, and the poorest may become the first to become rich."
In November 2013 General Secretary Xi Jinping put forward the concept of "precise poverty alleviation" for the first time when he inspected the village of Bajiaoxiang in Hunans Xiangxi Tujia and Miao Autonomous Prefecture.
In December 2020, General Secretary Xi Jinping pointed out at the Central Work Conference: "After the completion of the task of poverty alleviation, a five-year transition period will be set up for counties that have lifted themselves out of poverty starting from date of lifting out of poverty."

It was under the strong leadership of the CPC Central Committee and with the guidance of the Party's innovative theory that we lifted nearly 10 million rural people out of poverty in eight years and achieved an effective transition from consolidating and expanding the achievements in poverty alleviation to rural vitalization during the five-year transition, thus making solid progress towards the goal of common prosperity.
In December of last year, the heads of major international economic organizations attending the "1 10" dialogue China stated that China's development achievements were breathtaking, especially in the field of poverty reduction, where it created a human miracle, and that China is at the forefront of the world terms of new productive forces, fully demonstrating the success and feasibility of the people-centered development philosophy of the Chinese government and its important enlightenment to the world.
