The empowering role of data factors in high-quality economic and social development will be fully demonstrated. Focusing on strengthening technological breakthroughs and high-level applications, the Opinion proposes to enhance breakthroughs in key data technologies, incorporate data technology research and development into the national science and technology planning system, accelerate the development of key technologies such as data supply, circulation, utilization, and security, and develop a batch of key software and hardware equipment in the data field; Strengthen experimental verification and large-scale application, and promote efficient transformation of data technology innovation achievements. Regarding the cultivation of the data technology innovation industry ecosystem, the "Opinions" propose to build an innovation platform system in the data field, strengthen the construction of innovation capabilities in the data field, and support the development of national level science and technology innovation platform bases; Develop and strengthen key innovation entities, encourage innovation entities such as national laboratories, enterprises, universities, and research institutes to form innovation consortia, lead or participate in national data technology research and development tasks and major innovation platform construction, and solve the bottleneck problems in the field of data technology.
