Innovation is about 'not asking about one's background'

Recently, two news articles about technology talents in private enterprises have attracted attention. First, the Chinese Academy of Sciences and the Chinese Academy of Engineering announced the results of the election of academicians in 2025, and three experts from private enterprises, Lian Yubo, Huang Xianbo and Wu Kai, were elected academicians of the CAE Member, setting a new high in the number of academicians elected by experts from private enterprises in a single session. One of the reasons is that an employee of Jinfa Technology Co., Ltd. was awarded a senior professional title in the company's internal professional title self-evaluation due to research and development breakthroughs and technological transformation. This is thanks to a reform in Guangzhou. Since the beginning of this year, Guangzhou has selected 10 leading private enterprises, delegated the power of professional title evaluation, and established a new mechanism of "enterprise independent evaluation and government filing supervision". Experts from private enterprises have been elected as academicians, and local governments support private enterprises to drink "head to head soup" and carry out independent professional title evaluations, demonstrating the continuous improvement of the technological innovation capabilities of private enterprises and reflecting the concept of "innovation does not require background". To talk about heroes means not asking about their origins, and to pursue innovation means not asking about their backgrounds. From both big and small perspectives, both well-known large enterprises and unknown small businesses can become important forces of innovation. Some economists use the structure of "grass, shrubs, and trees" to describe the development of private enterprises, because similar to nature, the size of private enterprises also varies, including small grasses, shrubs, and trees. However, in nature, it is difficult for a small grass to grow into a big tree. Unlike the natural structure of "grass, shrub, and tree", small and micro enterprises can grow into "big trees" from this "small grass". The ways to achieve this change are twofold: first, to seize market pain points; second, to innovate and break through. In the current wave of technological innovation, the importance of the latter is increasingly prominent. From this perspective, pursuing innovation without considering one's background is an inevitable requirement for following the growth laws of enterprises. From the perspective of the relationship between state-owned enterprises and private enterprises, both are components of the national innovation ecosystem. In people's traditional perspective, technological breakthroughs from 0 to 1 are often accomplished by universities and research institutes, while private enterprises focus more on the "from 1 to N" stage. In fact, today's innovation ecosystem in China has long been a competition of flowers. From the explosion of DeepSeek, to the rise of Yushu Technology, to the breakthrough of Blue Arrow Aerospace in reusable carrier rocket technology, private enterprises have increasingly become an important subject of technological innovation. Data shows that private enterprises contribute more than 70% of the country's technological innovation achievements, covering over 80% of national level specialized, refined, special and new "little giant" enterprises and over 90% of high-tech enterprises. Pursuing innovation without considering one's background is also a choice based on the innovation ecosystem. To enable private enterprises to demonstrate greater achievements in technological innovation, it is necessary to provide sufficient support in terms of fair opportunities and fair rules. Supporting private enterprises to take the lead in national science and technology plan projects, opening up major national scientific research infrastructure to private enterprises, exploring the establishment of an entrepreneur technology innovation consulting and discussion conference system... A series of measures launched by various regions and departments have created a good ecosystem to support innovation and stimulated the innovation vitality of private enterprises. In terms of project application, innovation platform construction, participation in scientific and technological decision-making, and scientific and technological rewards, private enterprises will have greater room for application. To enable private enterprises to demonstrate greater achievements in technological innovation, it is also necessary to further deepen the reform of the scientific research evaluation system. For a long time, although experts from private enterprises have made outstanding contributions in technology implementation and industrial transformation, they do not have an advantage in professional title selection due to the fact that scientific research evaluation often places more emphasis on "academic indicators" such as papers and awards. This requires us to further eliminate the problems of relying solely on academic papers, professional titles, educational qualifications, and awards, correct the tendency of emphasizing quantity indicators over quality contributions, and promote the transformation of the scientific research evaluation system towards "setting new standards" and "looking at achievements". Motivate more private enterprise technology workers on the front line of the market to overcome difficulties and promote the formation of an innovative system that deeply integrates industry, academia, research, and application. We believe that the enthusiasm of private enterprises for innovation and creation will be continuously stimulated, and there will be more solid support for cultivating and strengthening new quality productivity.
