In the Baiheyuan community of Lucheng District, Wenzhou, there is a special doorbell: it is a mobile phone fixed with tape and displays a WeChat interface on the screen. Visitors or delivery drivers can use this mobile phone to directly call WeChat voice or video, contact the security guard or owner, and remotely open the door after confirmation. This idea, known as the "WeChat wireless intercom doorbell" by netizens, only cost one to two hundred yuan to solve the investment problem of hundreds of thousands of yuan in traditional building call systems, and has been running smoothly for several months. The "unfashionable" access control not only saves money, but also conceals the ingenuity of grass-roots management. One is to accomplish great things with small money. An old mobile phone costs only one to two hundred yuan, which not only solves the convenience problem for visitors to enter and exit, but also does not increase the burden on homeowners, making it a cost-effective and high-quality product. Secondly, the construction and installation period is relatively short. The biggest challenge in community construction lies in fundraising. Old communities generally lack funds, and limited funds can only maintain the basic operation of the community, leaving no room for improvement and renovation. In addition, the funding issue has been resolved, as well as the approval process issue. According to the law, community expenses require strict approval procedures, and large expenses require the consent of two-thirds or even three-quarters of the owners. The investment of hundreds of thousands of yuan, like traditional building call systems, requires approval from the owners' meeting and external bidding, which is a complex and lengthy process. "Unfashionable" entrance guard has no similar trouble at all. Nowadays, no one has an unused old phone at home, and as long as there is a demand, no one will keep it. The third is to solve the governance problem of the "last mile" of the community. This idea has a wide range of applications, such as visitation services for the elderly, security protection services, and so on. Everyone likes this idea, and even more so, their governance philosophy. We do not seek to be high-end in appearance or perfect in form, but only to achieve practical results. The traditional building call system is beautiful, but the investment is huge, and the entry threshold is high. The "unfashionable" access control seems to have no technical content, but it avoids the restrictions of procedures and conditions, and delivers safety and care to the door in the simplest way. Solving livelihood issues requires such pragmatism and wisdom. The "unfashionable" entrance guard hides the face and interior problems of urban construction and community management, as well as the people's livelihood expectations of old communities. The Longyuan Community in Nanhui Street, Lucheng District, where Baiheyuan Community is located, has 37 communities under its jurisdiction, many of which were built around 2000. Most of these communities, like Baiheyuan, are facing the dilemma of "lack of funds for renovation and management". Between limited funds and unlimited needs, it is necessary to find a practical path to achieve great things with small money and resolve the pain points of people's livelihood. Urban construction requires both projects that reflect the charm and vitality of the city, as well as urban governance that conveys the warmth of people's livelihoods and clever ideas. The folk creativity and wisdom behind the "unfashionable" access control in Wenzhou Baiheyuan Community can be used for reference and application by everyone. (New Society)
