Since this year, the national food safety supervision and sampling inspection has covered many food ingredients that consumers often buy and eat in their lives, and the ability and level of food safety governance have steadily improved. Data shows that as of the end of November this year, the national market supervision system has completed supervision and sampling of 6.1769 million batches, detecting 172300 batches of unqualified samples, with a failure rate of 2.79%. The overall food safety situation in our country is stable, with significant improvements in some key indicators. At the same time, relevant departments have launched a special campaign to rectify food safety in areas such as counterfeit and shoddy food in rural areas, campus food safety, and new forms of online food. They have established a comprehensive and seamless regulatory system to effectively safeguard the safety of the public's "tongue". Many small shops and markets in rural areas were once the "hardest hit areas" for selling "three no", counterfeit, and expired and spoiled food. These low-priced but of unknown origin and poor quality goods pose significant risks to the food safety of rural residents. In response to concerns about people's livelihoods, various regions are exploring diversified regulatory methods to closely safeguard the food safety and consumer rights of rural residents. Sun Huichuan, Director of Food Safety at the State Administration for Market Regulation, introduced that since the beginning of this year, the State Administration for Market Regulation has conducted a special supervision and sampling of 1000 batches of rural food, and detected 36 batches of unqualified samples. Market supervision departments at all levels inspected 3.4912 million food production and operation entities, filed 129600 cases, urged platforms to delete 3233 illegal information, shut down 916 online stores, confiscated 2071 tons of counterfeit and inferior food, and effectively regulated the order of rural food markets. Liu Jun introduced that in terms of personnel support, as of the end of November this year, primary and secondary schools, kindergartens and canteens across the country have been equipped with a total of 223000 food safety directors and 370000 food safety officers in accordance with the requirement of "providing as many as possible". For contracted school canteens, it is required to establish a "dual food safety director and dual food safety officer" system for canteens and contracted enterprises, and resolutely eliminate the situation of "outsourcing" and "one package". The continuous improvement of the institutional system provides a solid guarantee for the safety of campus meals. A series of standards and regulations, such as the "Guidelines for the Management of Campus Meal Service Enterprises", "Guidelines for the Management of Procurement and Acceptance of Bulk Food Ingredients in School Canteens", and "Notice on Regularly Carrying out Joint Inspections of Campus Food Safety and Meal Funds in Spring and Autumn Semester", have been successively issued to fill the institutional gaps in campus meal safety. The pass rate of campus meals in the fourth quarter of this year has significantly improved. Liu Jun stated that the next step is to provide business training to familiarize the school's food safety director, food safety officer, and corresponding management personnel with these regulations. The market supervision department, in conjunction with the education department, should strengthen daily management and supervision, promote the implementation, refinement, and thorough execution of various measures, effectively safeguard the safety of campus food, ensure that teachers and students can eat with peace of mind, and reassure the general public and parents. The rise of emerging business models such as live streaming sales and food chain sales has brought consumers a convenient shopping experience, but also bred new food safety risks. Some live streaming rooms promote ordinary agricultural products as "health miracle drugs", while others sell expired food but conceal information... In response to these chaos, the "Regulations on the Supervision and Management of the Implementation of Food Safety Main Responsibility by Live Streaming E-commerce Operators" will be released and implemented, and the food safety management in the field of live streaming e-commerce will usher in new changes. Si Guang, Director of the Food Coordination Department of the State Administration for Market Regulation, introduced that the new regulations clarify the responsibilities of operators of live streaming e-commerce platforms in terms of review and registration, training of live streaming marketing personnel, self inspection of food safety risks, food safety risk control, and disposal of food safety violations. Require live room operators and broadcasters to conduct pre screening and information disclosure, establish a strict product selection system, and not just focus on selling without considering safety; Marketing personnel and service organizations should strengthen training management, establish a sampling inspection system, and ensure that the food products listed are qualified. At the same time, it also clarifies the prohibited categories of food and specific punishment standards, drawing a red line for "carrying goods" and making violators pay the price. Food chain sales are currently a common business model. But some chain stores sell things that are not fresh and of poor quality, and consumers often face the problem of unclear responsibility for their rights protection. In order to further strengthen the main responsibility of food safety for food sales chain enterprises, the State Administration for Market Regulation recently issued the "Regulations on the Supervision and Management of the Implementation of Main Responsibility for Food Safety by Food Sales Chain Enterprises". Food sales chain enterprises must shoulder their responsibilities, not just charge fees without taking responsibility, let alone being a hands off shopkeeper. ”Li Xiangzhang, Deputy Director of the Food Production and Operation Department of the State Administration for Market Regulation, introduced that the "Regulations" clearly stipulate that for enterprises that implement unified procurement and distribution, the headquarters of the enterprise should establish a unified mechanism for food supplier access, evaluation, and exit, establish and supervise the implementation of the system for outbound shipment, transportation management, and store receipt and delivery records, and implement food safety responsibilities to the "smallest work unit". At the same time, the headquarters of the enterprise shall be severely punished for illegal acts such as failing to establish a food safety management system as required and failing to inspect and evaluate the food safety situation.
