Childcare services to reduce the burden on families with children
2025-12-25
Childcare services for infants and young children are related to the healthy growth of children and the well-being of millions of households. The "15th Five Year Plan" proposes to "develop inclusive childcare and integrated childcare services, and gradually improve relevant systems". This fully demonstrates the people-centered development philosophy. In November of this year, data released at the 5th China Population and Development Forum showed that during the 14th Five Year Plan period, China vigorously promoted the construction of a childcare service system, with a total of 126000 childcare service institutions nationwide and a total of 6.657 million childcare spaces provided. The number of childcare facilities for infants and young children under the age of 3 per thousand population in our country has reached 4.73. Through research, we found that various regions have increased resource investment in human and material resources, and carried out many explorations and innovations. For example, Heilongjiang has included the development of inclusive childcare services and other work in the construction of the "Happy Heilongjiang" 20 livelihood issues; Fujian is exploring the implementation of the vice principal system for health in childcare institutions, with relevant personnel selected by medical and health institutions... These measures have been taken one by one to solve the pain points of people's livelihood, bringing a real sense of gain to the masses. However, during visits and exchanges in various places, some families of childbearing age have reported that working parents have a heavy burden of taking care of their children, making it difficult to balance family and career; There are relatively few high-quality daycare institutions that are close to home, and some daycare institutions have problems such as high prices and unstable daycare hours. There is still a gap between the effective supply of daycare services and meeting the diverse, convenient, and inclusive needs of families; Some families suffer from the dilemma of "not being able to support" and "not daring to support". It is suggested to establish childcare institutions at the doorstep of the public, so that affordable, high-quality, and accessible childcare services can benefit more families and reach the hearts of the masses. Expand the supply system of childcare services, encourage more social entities to participate in inclusive childcare services, and enrich the childcare supply around us. During the survey, it was found that the community coverage of specialized childcare institutions is much lower than that of kindergartens, and the childcare needs of "little children" have not been fully met. Therefore, it is necessary to further encourage and support various entities to establish childcare service institutions, and promote the formation of a diversified and multi-level childcare service supply system. Support the expansion of kindergarten services, establish childcare classes to enroll 2-3 year old children, coordinate public service resources for childcare, and vigorously carry out "integrated childcare" services; Increase the supply of community childcare services, utilize public service facilities built in newly-built residential communities and renovated in old communities, and embed childcare service facilities into the community through public, private, and private public assistance methods to facilitate parents to send their children nearby; Encourage eligible employers to establish welfare inclusive childcare institutions through self construction, self operation, commissioned operation, and other means, and open them up to the society to benefit the surrounding population. Optimize service models to meet the actual needs of families and provide diverse service options. The mismatch between parents' commuting time and their children's enrollment and pick-up time is also a major pain point that troubles parents. To meet the needs of different families, it is necessary to guide and encourage various childcare institutions to provide diversified and customized inclusive childcare service projects. In addition to basic forms such as full-time, half day, and timed daycare, various forms of daycare services such as early daycare, delayed daycare, and holiday daycare should also be provided based on the physical and mental development characteristics of infants and young children aged 0-3. In addition, through open days in childcare institutions and public lectures on scientific parenting, we help parents eliminate cognitive anxiety and understand scientific parenting knowledge. Establish a comprehensive urban childcare service center to drive the improvement and upgrading of the inclusive childcare service network. Currently, there is a phenomenon of uneven quality in childcare institutions, with some parents admitting that the quality of childcare services is like opening a blind box and having doubts about the delivery of care. It is suggested to establish a comprehensive urban childcare service center that integrates functions such as consulting and management of childcare institutions, training of practitioners, and research and design of childcare products on a city by city basis. This will form a comprehensive training base for childcare services that integrates production, teaching, and research. It will play a driving and radiating role, enhance the capabilities of grassroots community childcare services and practitioners, and better meet the expectations of the public for service quality. Further promote the integration of medical education and promote the integrated development of health services and childcare services. The healthy growth of children is of utmost importance to parents. It is suggested to take the "medical education integration" service as the starting point, rely on maternal and child health stations around the people, connect medical and health institutions, childcare institutions, and families of infants and young children, and build a "tripartite co education" carrier to promote the healthy growth and care of infants and young children. In the process of promoting the construction of the childcare service system, we will leverage the advantages of the concentration of disciplinary resources in medical and health institutions, establish a "childcare consortium" that combines medical education, introduce scientific parenting concepts and health services, and use the "medical education integration" service as a starting point to promote high-quality population development.
