761 million pieces of enterprise credit data are fully shared

During the 14th Five Year Plan period, 761 million pieces of enterprise credit data were fully shared, and data from over 14 million enterprises, individual businesses, and other institutions were exchanged across regions. Information on unqualified products discovered during spot checks was shared among the three regions of Beijing, Tianjin, and Hebei. The reporter learned from the "Promoting the Coordinated Development of Beijing, Tianjin, and Hebei" themed press conference held by the Municipal Market Supervision Bureau yesterday that significant results have been achieved in the coordinated development of market supervision in the Beijing, Tianjin, and Hebei during the 14th Five Year Plan period. In order to promote the consistency of policies and procedures for the establishment, change, and cancellation of enterprises in the three regions, the market supervision departments of the Beijing Tianjin Hebei region signed a cooperation framework agreement in the field of commercial systems in September 2022 and a memorandum of cooperation for the registration of enterprises in the three regions in June 2023, with multiple reform achievements ranking among the top in the country. Not only that, relying on the system of the State Administration for Market Regulation, the three regions have optimized the online process of cross provincial migration, taking the lead in the country to achieve "one-stop acceptance, synchronous review, and time limited completion" of enterprise relocation, relocation file adjustment, and residence change registration. The cross provincial migration of enterprises in the three regions does not require running all at once. The reporter learned from the Beijing Municipal Administration for Market Regulation that in the past, when enterprises moved across provinces, applicants needed to travel back and forth multiple times to the registration authorities of the two places, submit three sets of documents: relocation application, relocation file adjustment, and relocation change application, and wait for the registration authority in the place of relocation to receive the files before processing the registration. The procedures were very complicated. Nowadays, it is more convenient for enterprises in the Beijing Tianjin Hebei region to migrate across provinces. In terms of the integration of fair competition review, starting from August 2022, the State Administration for Market Regulation has piloted the commission of anti-monopoly review for some concentration cases of business operators in eight northern provinces and cities, including Beijing Tianjin Hebei. Since the pilot, a total of 83 commissioned cases have been handled. In December 2023, the market supervision departments of the three regions jointly issued the "Guidelines for Mutual Inspection and Review of Fair Competition Review in Beijing Tianjin Hebei", further unifying the scale of fair competition review. Since the 14th Five Year Plan, a total of 255 policy measures have been randomly inspected, continuously breaking down administrative market barriers, promoting more coordinated regional policies, and assisting in the construction of a unified national market. 52 new collaborative local standards for the Beijing Tianjin Hebei region have been added, focusing on key areas such as public transportation and ecological environmental protection. The market supervision departments of the three regions have established a regional collaborative standard cooperation model. Since the 14th Five Year Plan, a total of 52 collaborative local standards for the Beijing Tianjin Hebei region have been released, involving transportation, public health, market supervision and other fields. At present, a total of 6573 standards have been shared among the three regions. Tongzhou, Wuqing, and Langfang have established the first national pilot program for standardizing basic public services and are promoting it nationwide. In terms of sharing measurement technical specifications, since the 14th Five Year Plan, the market regulatory departments of the three regions have jointly built 33 measurement technical specifications and shared 413 measurement technical specifications in key areas such as high-precision industries, energy resources, ecological environment, and medical and health care, fully leveraging the fundamental role of measurement technical specifications in scientific research, industrial production, and other fields. The working mode of jointly building measurement technical specifications in the Beijing Tianjin Hebei region has been promoted to the entire North China region, focusing on ecological environment, safety production, and life and health. A total of 13 measurement technical specifications have been established in the North China region, promoting regional measurement technology collaboration and homogeneous standardization on a larger scale and deeper level. During the 14th Five Year Plan period, the market supervision departments of the three regions jointly signed the "Credit Beijing Tianjin Hebei" framework agreement, which aims to build a cross regional credit supervision "community" by unifying data standards, deepening information sharing, and carrying out collaborative supervision for more than 14 million institutions. As of now, 761 million pieces of enterprise credit data have been fully shared. The three regions have formulated and released unified social credit code data element exchange standards and collaborative standards for data sharing applications, established a unified social credit code database for Beijing Tianjin Hebei, and achieved innovative breakthroughs in identity authentication, security verification, and data sharing. As of now, data from over 14 million enterprises, individual businesses, and other institutions have been interconnected across regions, providing accurate data support for industrial transfer and non capital function relocation in the Beijing Tianjin Hebei region, and promoting innovation in commercial systems such as "obtaining business licenses in different locations" for enterprises. The information on non-conforming products discovered during random inspections is also shared among the Beijing Tianjin Hebei region. Since the 14th Five Year Plan, the three regions have exchanged information on unqualified products, disposed of unqualified information in accordance with the law, achieved source control of product quality and safety, and ensured product quality and safety in the three regions. In May 2025, the Beijing Tianjin Hebei Defective Product Recall Technology Alliance was established in the three regions to strengthen cooperation in the field of defective product recall in the Beijing Tianjin Hebei region. For the first time, a rapid recall model for defective products was established with "one start, three linkage", continuously building a quality and safety regional governance pattern. (New Society)
