Sports personnel are an important carrier for implementing the fundamental task of cultivating morality and nurturing talents, and the effective connection and integration of various stages are the core guarantee for the release of the educational value of sports education. In recent years, physical education in Chinese schools has made significant progress, and students' physical health has steadily improved. However, there are still some areas that need to be improved in terms of school transition. From the perspective of teaching objectives, the physical education teaching planning of each stage lacks sufficient systematic connection, and the primary school stage focuses on interest enlightenment, but the continuity of guidance needs to be strengthened; Under the guidance of physical education in the middle school entrance examination, the focus is on improving skills, and the transition from the primary school stage needs to be further optimized; Physical education teaching in high school and university needs to better inherit the foundation from the early stage, achieve advanced skills and literacy improvement, and avoid gaps in students' sports ability development. In terms of teaching content, there is a phenomenon of repetition in the teaching of some basic sports skills at different stages, while the supply of advanced content that conforms to students' cognitive and physical development laws is insufficient, resulting in a limited number of sports skills that students can proficiently master after long-term participation in physical education learning. At the same time, some regions still have a certain emphasis on exam oriented physical education teaching, with teaching content overly focused on exam items and insufficient attention paid to cultivating students' interest in sports and lifelong exercise habits, which is not conducive to students' long-term adherence to physical exercise. In addition, there are differences in the allocation of sports resources between urban and rural areas, as well as between regions. Some schools still have significant room for improvement in sports funding, teaching staff, and venue facilities, while others need to further strengthen the coordination and linkage between different stages. These factors have to some extent affected the effectiveness of the connection between physical education teaching and learning stages, and there is still a gap with the goal of "enabling students to master at least one sports skill proficiently and develop physical exercise habits by establishing themselves in schools" proposed in the "Opinions". The core path to solving various problems in the connection of physical education teaching stages is to promote the integration of physical education in primary, secondary, and tertiary schools. The integration here is not simply the stacking of course content, but rather the construction of a complete physical education chain covering primary school to university, achieving orderly connection of teaching objectives, progressive gradient of teaching content, collaborative linkage of evaluation system, balanced sharing of resource allocation, and allowing physical education to run through the entire process of student growth. Firstly, establish a hierarchical and progressive curriculum objective and content system, and build a solid foundation for connection. The primary task of integrated construction is to clarify the core objectives of physical education teaching in each stage, avoiding goal gaps and duplications. In primary school, the focus is on interest enlightenment and habit development. Through teaching, students can experience the joy of sports, master basic sports abilities such as running, jumping, and throwing, and cultivate a sense of rules and teamwork spirit; In junior high school, emphasis is placed on skill improvement and physical fitness enhancement. While consolidating basic skills, teaching of specialized sports is carried out to improve athletic skills and physical fitness; In high school, emphasis is placed on deepening specialized skills and cultivating professional competence, guiding students to delve into 1-2 advantageous sports projects, learn sports tactics, referee rules, and sports science knowledge; During the university stage, the focus is on lifelong exercise and health management, offering diverse physical education courses to cultivate students' ability to exercise independently and their literacy in health management. In terms of content design, break down the barriers of learning stages and construct a coherent curriculum content system according to the principle of "spiral upward". For example, in the teaching of ball sports, elementary school can guide students to familiarize themselves with the ball and cultivate their sense of the ball through fun. In junior high school, students can focus on technical movements and tactical coordination. In high school, they can promote systematic drills and event organization. In university, they can advance their specialized skills and conduct research on sports theory, forming an advanced path of "learning by playing, applying by learning, and creating by using". Secondly, establish a collaborative teaching mechanism across different academic stages and strengthen the guarantee of implementation. The smooth implementation of teaching integration cannot be achieved without the support of a sound collaborative mechanism. Build a sports exchange platform for connecting schools, with a focus on strengthening joint teaching and research between primary school and junior high school, and junior high school and senior high school. Regularly organize special seminars, teaching observations and other activities for connecting teaching, so that teachers in connecting schools can jointly clarify the key and difficult points, connecting nodes and teaching methods of teaching, and form a teaching synergy. Ensuring the time and quality of sports activities is an important prerequisite for seamless implementation. The Opinion clearly requires primary and secondary school students to engage in comprehensive physical activities for no less than 2 hours per day. Schools should coordinate resources both inside and outside of class, and scientifically design the content of physical activities. In addition, it is necessary to promote the collaborative efforts of families, schools, and society, encourage parents to participate in parent-child physical exercise, utilize community sports resources to expand students' sports space, and form a sports education community. Thirdly, reform the sports evaluation mechanism and weaken the exam oriented approach. The tendency towards exam oriented teaching is an important factor that restricts the connection of physical education teaching. It is necessary to establish a scientific and diverse evaluation system to guide physical education teaching back to the essence of educating people. We should change the evaluation model of "emphasizing results over process" and "emphasizing scores over literacy", and construct a process based evaluation system that covers dimensions such as sports skills, physical fitness level, sports habits, and participation attitudes. The evaluation should include students' participation in sports activities, the extent of their improvement in sports skills, and their experience in participating in sports competitions. At the same time, it is necessary to strengthen the continuity of evaluation in each stage, establish a student sports growth file, record students' sports experience, skill level, and physical health status from primary school to university, and achieve cross stage sharing of evaluation information. In the evaluation of further education, the guiding role of physical literacy is highlighted, and the results of physical education evaluation are regarded as an important part of students' comprehensive quality evaluation, guiding schools, students, and parents to attach importance to the process of physical exercise. The Opinion clearly proposes the goal of significantly improving the pass rate and excellent rate of students' physical health, as well as the rate of cultivating exercise habits among graduates, by 2027. The achievement of this goal cannot be achieved without the solid guarantee of a scientific evaluation mechanism. Fourthly, strengthen resource security and balanced allocation, and consolidate the foundation of development. The integration of physical education and teaching cannot be achieved without sufficient resource support. We should increase investment in physical education, improve the construction of venues and facilities, equip and strengthen physical education teachers according to standards, and focus on underdeveloped areas and weak schools. We can establish a paired assistance mechanism for physical education teachers between urban and rural areas and schools, synchronously share and connect teaching plans, courseware and other resources, and narrow the gap between urban and rural areas and regions. In addition, efforts should be made to strengthen the construction of the physical education teacher team, enhance the professional competence of teachers and their ability to connect teaching across different stages, and focus on practical issues such as skill transition and hierarchical teaching design in connecting teaching. Improve incentive guarantees, clarify the inclusion of cross school teaching and research participation, student physical fitness improvement effectiveness, and teaching quality in the core indicators of physical education teacher evaluation, and effectively safeguard the rights and interests of physical education teachers in professional title evaluation, performance allocation, and excellence evaluation. At the same time, we will promote the deep development of the integration of sports and education, encourage primary and secondary schools to establish regular cooperation with local sports venues, professional sports teams, and sports associations, and invite professional sports coaches and retired athletes to regularly provide special skills guidance in schools; Establishing characteristic sports clubs based on local sports resources, filling the gap in school teaching staff, enriching teaching content, and enhancing students' enthusiasm for sports participation. The strong physical fitness of young people is an important cornerstone of the country's future, and the transition of physical education teaching stages is a key link in improving the quality of physical education. The integrated construction of physical education teaching in primary, secondary and tertiary schools is essentially a systematic project that returns to the origin of sports education. It breaks through the limitations of single skill teaching and focuses on the healthy growth of students throughout their entire life cycle; Breaking down barriers between academic stages and building a sustainable ecosystem that empowers students' physical growth; Reverse the exam oriented trend in physical education teaching and reshape the value orientation of physical education centered on the comprehensive development of individuals. The issuance of the 'Opinions' marks a new stage of improving the quality and efficiency of physical education teaching in Chinese schools.
