The Central Economic Work Conference has identified "adhering to the leadership of 'dual carbon' and promoting comprehensive green transformation" as one of the eight tasks for China's economic work in 2026. This is another major strategic deployment by China to fulfill its carbon reduction commitments and promote green development. The inevitable choice to achieve carbon peak and carbon neutrality goals and fulfill the new round of national independent contribution commitments. In the face of global climate change caused by greenhouse gas emissions, in order to resolve the global climate governance challenges brought about by the withdrawal of some developed Western countries from the Paris Agreement, China has made it clear that it aims to achieve peak carbon dioxide emissions before 2030 and carbon neutrality before 2060. It has announced that by 2035, it will achieve a 7% -10% reduction in net greenhouse gas emissions across the entire economy compared to the peak, and basically build a new round of national independent contribution goals for a climate adaptive society. In order to achieve the above goals, China must adhere to the "dual carbon" approach as the driving force, focusing on building an energy power and promoting the energy revolution on one hand, and achieving carbon peak on the other hand, promoting carbon policy and carbon technology innovation, and continuously consolidating the green and low-carbon foundation of its own economic development. The inevitable choice to cope with the new round of technological revolution and industrial transformation characterized by greenization and intelligence. In today's world, information technology, biotechnology, new material technology, and new energy technology are widely penetrating, driving a new round of technological revolution and industrial transformation characterized by greening and intelligence in almost all fields, bringing new opportunities for the development of human society. For China, whether it can seize this opportunity and vigorously promote the development of new quality productive forces is directly related to whether it can effectively achieve high-quality development; Whether we can seize this opportunity to promote the development of green productivity is directly related to whether we can effectively achieve high-level protection. Promoting comprehensive green transformation is conducive to realizing the concept that "new quality productivity itself is green productivity", promoting the establishment and improvement of an ecological economic system with industrial ecology and ecological industrialization as the main body, promoting the development of modern and efficient ecological agriculture, green manufacturing, green tourism, and green finance, and continuously enhancing the green momentum of China's development. To ensure green development becomes the inevitable choice of the distinctive background of Chinese path to modernization. In order to avoid repeating the mistake of "pollution before treatment" in western modernization, Chinese path to modernization advocates the harmonious coexistence of man and nature, taking green development as its distinctive background. Promoting comprehensive green transformation is conducive to promoting green development in all aspects and processes, promoting the integration of modernization and greening, and establishing modernization on the basis of efficient utilization of resources and energy, strict protection of the ecological environment, and effective control of carbon footprint. The concept of green and low-carbon will be fully integrated into all fields of modernization construction, promoting the coordinated development of new industrialization, urbanization, informatization, and greening.
