The Development and Reform Commission of Hainan Province, the Department of Housing and Urban Rural Development of Hainan Province, and five other departments recently jointly issued a notice on the construction of zero carbon parks in Hainan Free Trade Port, clarifying that they will promote low-carbon and zero carbon transformation of various parks in a planned and step-by-step manner, and support parks with conditions to take the lead in building zero carbon parks in Hainan Free Trade Port. According to the notice, Hainan will build a new zero carbon energy system. Strengthen the matching and connection between the park and surrounding zero carbon energy sources such as wind power, photovoltaic, solar thermal, biomass energy, and nuclear energy, actively and orderly promote the construction of zero carbon energy projects in the park and surrounding areas, scientifically allocate regulatory resources such as energy storage, and achieve zero carbon supply of heat and electricity. Develop green power direct connection and new energy access to incremental distribution networks based on local conditions to achieve traceable and accountable green power supply models, and encourage participation in green certificate and green power trading. Develop intelligent microgrids, achieve compatibility and complementarity with the large power grid, and enhance the flexibility and safety resilience of the park's distribution network. Hainan will support the development of green and low-carbon advanced technology research and demonstration projects in areas such as new materials and future energy in the park, promoting the deep integration of scientific and technological innovation and industrial innovation. Accelerate the development of emerging industries with low energy consumption, low pollution, and high added value, and actively explore the "green to green" model of manufacturing green products with green energy. Encourage the green and low-carbon transformation of traditional industries, and improve the recycling system of industrial parks.
