Recently, a news circulating online about the release of the 'strictest' safety standards for power banks in history, and the complete invalidation of the original 3C certification, has raised doubts among many consumers about whether the existing 3C power banks can continue to be used. Previously, the Ministry of Industry and Information Technology publicly solicited opinions on two mandatory national standards (draft for comments), including the "Technical Specification for Mobile Power Bank Safety". It is understood that the formulation of this standard will provide technical basis and clarify technical thresholds for mobile power management, in order to curb the proliferation of inferior products, eliminate low-quality production capacity, reduce product safety hazards from the source, and ensure the safety of consumers' lives and property. In response to the rumor that "existing 3C power banks cannot be used", the China Electronics Technology Standardization Research Institute, as the leading unit for the development of the national standard "Safety Technical Specification for Mobile Power Banks", has issued an "Explanation on the Progress of Mandatory National Standard Development for Mobile Power Banks" to clarify it. The explanation points out that the timeline for "officially released in February 2026 and implemented from June of the same year" mentioned in relevant reports has not yet been determined. According to convention, a transition period of 6 to 12 months will be set after the release of mandatory national standards. This standard will be implemented after an appropriate transition period based on suggestions from all parties. Therefore, according to the existing policies and regulations in China, for mobile power products that have obtained 3C certification purchased by consumers, the release of this standard will not be affected, and consumers can continue to hold and use them. In recent years, accidents such as fires caused by power banks have occurred frequently, posing a threat to consumers' personal safety and public safety. In order to strengthen the supervision of the quality and safety of power bank products, the State Administration for Market Regulation will implement mandatory product certification (3C certification) management for power banks and their key components - lithium-ion batteries (cells) from March 2023, and clarify that from August 1, 2024, power banks and cells that have not obtained 3C certification shall not be manufactured, sold, imported or used in other business activities. The relevant person in charge of the State Administration for Market Regulation emphasized that from August 1, 2024, if merchants sell power banks without 3C certification, they will violate laws and regulations such as the Product Quality Law. For consumers, power banks that have not been recalled can be used. But when taking public transportation, corresponding regulations must be followed. Since June this year, incidents of lithium battery products such as power banks carried by airline passengers catching fire and emitting smoke during flight have occurred continuously, and some brands of power banks have been facing safety issues. The Civil Aviation Administration of China has issued an emergency notice prohibiting passengers from carrying power banks without 3C markings, unclear 3C markings, recalled models or batches on domestic flights starting from June 28th. It is reported that the "Mobile Power Bank Safety Technical Specification" (draft for comments) proposes dozens of improvement measures in the three major technical fields of the whole machine, circuit board, and battery cell compared to the old standard. The person in charge of the China Electronics Standardization Institute stated that before the official release of the standard, they will listen to the voices of the industry and consumers, and solicit opinions from all sectors of society; Simultaneously conducting extensive industry research and expert discussions, and organizing enterprises and laboratories to conduct sufficient experimental verification to ensure that the technical content of the standards is scientific, reasonable, and feasible.
