The Central Economic Work Conference has placed "adhering to the leading role of domestic demand and building a strong domestic market" as the top priority of next year's economic work tasks, coupled with the recent intensive introduction of policies to expand consumption, demonstrating the continuity and stability of the policies to expand consumption. The author believes that in the context of a complex and severe global economic environment, and the gap between China's resident consumption rate and that of developed countries, only by integrating stock and incremental policies with systematic thinking, accurately addressing pain points such as insufficient supply-demand adaptability, weak consumer spending ability, and hindered potential release, can we further activate new drivers of consumption growth. Expanding domestic demand is a long-term strategic move, and consumption is the core pillar of domestic demand. In recent years, the total scale of consumption in China has steadily expanded, with new consumption hotspots and scenarios emerging at an accelerated pace. The trend of consumption upgrading is significant, and the contribution rate of consumption to economic growth continues to increase. But we must also be aware that the current consumer sector in China still faces the challenge of weak endogenous driving force. According to data from the National Development and Reform Commission, the consumption rate of Chinese residents will be 39.9% in 2024, with a gap of 10 to 30 percentage points compared to developed countries, especially the low proportion of service consumption. This means that boosting consumption cannot rely on a single policy stimulus, and a long-term mechanism with multidimensional collaborative efforts must be established. Firstly, connect high-quality supply with consumption upgrading, eliminate the pain points of insufficient supply-demand adaptation, and enhance supply-demand adaptability. New demand leads to new supply, and new supply creates new demand. As a major manufacturing country, China's supply capacity ranks among the top in the world, but the structural contradiction of insufficient high-quality, personalized, and high-end supply has not been fundamentally resolved. In late November, the Ministry of Industry and Information Technology and six other departments jointly issued the "Implementation Plan for Enhancing the Adaptability of Consumer Goods Supply and Demand to Further Promote Consumption", focusing on "leading industrial upgrading with consumption upgrading". While emphasizing "incremental driving", they also pay more attention to the "structural optimization" of high-quality matching between supply and demand. This policy orientation is precisely in line with the development trend of low carbonization and digitization, which is not only conducive to filling the supply gaps in the fields of home services, travel and health care, but also cultivates and strengthens new growth points of trillion yuan consumption, achieving a higher level of dynamic balance between supply and demand. Secondly, by ensuring people's livelihoods, we can solidify the foundation of consumption, eliminate the pain points of weak consumption ability, and enhance the willingness and ability to purchase. The ability and willingness to consume are the dual cornerstones of expanding consumption, while stable income expectations and comprehensive social security are the key supports. On the one hand, we need to implement the plan to increase the income of urban and rural residents, strengthen the policy of prioritizing employment, increase the proportion of residents' income in the national income distribution and the proportion of labor remuneration in the initial distribution, so that residents can "consume"; On the other hand, we need to continue to improve the social security system, increase investment in people's livelihood security, and reduce the rigid expenditure pressure on residents' education, medical care, and elderly care through warm policies such as childcare subsidies, free preschool education, and raising pension levels, so that residents can "dare to consume". Only with income support and worry free living can residents' willingness to consume truly be transformed into real purchasing power. Thirdly, deepen reform to break down consumer barriers, eliminate pain points that hinder the release of consumer potential, and unleash new vitality for market growth. The institutional barriers constrain the release of consumption potential. Only by comprehensively deepening reforms, breaking through bottlenecks, and eliminating pain points can we unlock and empower consumption growth. In the field of bulk consumption, unreasonable measures that restrict consumption should be gradually cleared up; In the field of service consumption, the focus should be on relaxing market access and integrating business formats, fully implementing the negative list system for market access, and breaking down implicit barriers to access; In the field of new consumption, it is necessary to combine the development of new quality productivity with the expansion of consumption, improve the management system of new forms, models, and scenarios of consumption, and strengthen the construction of credit system and consumer rights protection in the consumption field, so that residents are willing to consume and can consume with confidence. Overall, China has sufficient policy tools to boost consumption. Optimizing supply is expected to further solve the problem of "not being able to buy", gradually eliminate concerns about "not daring to buy" through policies that benefit people's livelihoods, and strengthen reforms are expected to clear the obstacles of "inconvenient buying". The precise implementation and synergistic effect of policy combinations will help unleash the consumption potential of Chinese residents and promote the formation of an economic development model dominated by domestic demand, consumption driven, and endogenous growth. With the gradual refinement and implementation of policies, China's consumer market will surely radiate stronger vitality, injecting lasting momentum into the stable and healthy development of the economy.
