After retraction, a thorough investigation is still required

Recently, the Ministry of Science and Technology, together with relevant departments, has deployed a special campaign to rectify academic misconduct and withdraw academic papers, focusing on Chinese scholars withdrawing papers from international journals in the field of natural sciences. Serious investigations and handling will be carried out for suspected plagiarism, fabrication of data or images, buying and selling of papers, fabrication of peer review experts and review opinions, and the results will be reported and support will be given to carry out disciplinary actions against dishonesty. Not allowing a paper to be withdrawn once demonstrates a zero tolerance attitude towards academic misconduct. Retraction is a common mechanism for academic communities to self correct their mistakes. Some authors voluntarily request to withdraw their papers after publication due to discovering that the content is not rigorous or standardized, demonstrating a responsible attitude towards academia. But there are also some retractions that deliberately cover up behaviors such as data falsification, plagiarism, and duplicate publication, which belong to academic misconduct. If such retraction behavior is' lightly 'and allowed to spread, it will benefit opportunists and discourage those who work hard, leading to a mismatch of scientific research resources and a tarnishing of scientific reputation. Ultimately, it will pollute the source of innovation and stifle true scientific breakthroughs. This is not just a stain on personal resume, but also a huge waste of public resources and a serious erosion of national innovation. Withdrawing is not the end point. This special rectification will explicitly include serious acts of dishonesty in the database and directly link them with project applications, academician selection, scientific and technological awards, etc., in order to establish a live "high-voltage line" and completely reverse the low cost of dishonesty. Taking the special action as a necessary 'surgical operation', we will crack down severely on the withdrawal of manuscripts due to academic misconduct, and take serious measures against units that conceal, accommodate, shield, or condone the dishonest behavior of our scientific research personnel. Only by making dishonest individuals pay a heavy price can we truly strengthen the warning and deterrent effect. Behind academic dishonesty, there is also a problem of evaluating the 'soil'. Some units still have the problem of only focusing on papers and hats, neglecting the quality and value of the results themselves. Review and regulation have become mere formalities, leaving gray areas for speculators. Under the influence of utilitarian mentality, a small number of researchers regard papers as a "stepping stone" for promotion and regard academic integrity as a sacrificial price. From this perspective, only patching up papers that have already been retracted without addressing the environment that breeds problems will inevitably lead to a situation where the gourd is pressed and the gourd is lifted. Punishment is a means, not an end. To return scientific research to the original intention of exploring truth and benefiting society, we must rectify the root cause, strengthen ethical education, and internalize integrity in our hearts; Improve the supervision mechanism to allow sunlight to shine into every corner; Reform the evaluation system, highlighting innovation capability, quality, effectiveness, and contribution orientation. Scraping bones to treat toxins is painful, but it is an indispensable step for the body to regain health. Only by going through this tempering process and shedding impatience can Chinese scientific research solidify its foundation, straighten its spine, and gain recognition from the world through true innovation.
