The Budget Law (Amendment) has been included in the legislative plan of the 14th National People's Congress Standing Committee. The reporter recently learned from the Finance and Economic Committee of the National People's Congress that the committee recommends that relevant departments of the State Council carefully study and absorb the content of relevant representative proposals in their work, and better play the role of the rule of law in ensuring fundamental stability, stable expectations, and long-term benefits in fiscal budget work. Since the implementation of the current Budget Law, it has played a positive role in regulating government revenue and expenditure behavior, strengthening budget constraints, and establishing a comprehensive, standardized, and transparent budget system. However, in terms of transfer payments, performance management, government debt, and supervision by the National People's Congress, some of the current legal provisions can no longer fully adapt to the new situation and requirements of budget management. During this year's National People's Congress, several delegates proposed a proposal to amend the Budget Law. The proposal believes that in order to comprehensively promote the modernization of the national governance system and governance capacity, and better play the important role of the budget in ensuring high-quality economic and social development, it is necessary to revise the Budget Law. The proposal suggests accelerating the work of legal revision, conducting legislative research in an orderly manner, focusing on strengthening the research on transfer payments, government debt, review and supervision by the National People's Congress, legal responsibilities, and other contents of the Budget Law, elevating good budget review and supervision experience to legal norms, promoting the mutual promotion of legislation and reform, and better playing the positive role of finance. The Finance and Economics Committee of the National People's Congress believes that the suggestions put forward in the proposal have important reference significance for amending the Budget Law and improving the budget management system. It is reported that the Ministry of Finance will take the improvement of the legal system for budgeting as a key research topic, and is deeply understanding the implementation of the Budget Law and widely listening to opinions and suggestions from all aspects.
