The dual wheel drive of "policy+scenario" accelerates the takeoff of low altitude economy

2025-12-15

In recent times, breakthroughs have been made in the landing of low altitude economic application scenarios: Tianjin's first normalized unmanned aerial vehicle (UAV) route for transporting blood products made its maiden flight, covering 14.6 kilometers in just 18 minutes; The 2-ton eVTOL completed its first test flight on a cross city logistics low altitude route in the mountainous areas of Guizhou Plateau, flying 120 kilometers in 39 minutes... At the same time, favorable policies are also being released. Recently, the Central Air Traffic Control Office formulated and issued two documents on low altitude flight, promoting the transformation of low altitude management system construction towards a new stage of high-quality development that is "standardized, orderly, safe and controllable"; The Ministry of Transport has released 23 typical cases of low altitude transportation application scenarios, promoting the industry to shift from concept verification to scenario based applications. The industry believes that under the dual wheel drive of "policy+scenario", the low altitude economy is undergoing a critical stage from conceptual exploration to commercial practice. On December 1st, a drone carrying plasma flew 14.6 kilometers and took 18 minutes to accurately reach the target hospital in Binhai, Tianjin, marking the official launch of Tianjin's first regular drone transportation route for blood products. On November 22nd, Fengfei Airlines officially released the world's first "sea air integrated low altitude economic solution". This solution is composed of a "zero carbon seaport" and "eVTOL aircraft" in collaboration, extending low altitude infrastructure to vast water areas, achieving a breakthrough from infrastructure to application scenarios. Previously, the 2-ton eVTOL "Carey Gull" (V2000CG) independently developed by Fengfei Aviation, loaded with emergency drugs and materials, took off from Guiyang, flew 120 kilometers in 39 minutes, landed accurately at Jiuzhou Airport in Huangping County, Southeast Guizhou, and completed the first cross city low altitude logistics flight in the Yunnan-Guizhou Plateau. Currently, China's low altitude economy is following the pragmatic path of "one information carrier, two cargo carriers, and three passengers", achieving scenario implementation and efficiency breakthroughs in multiple fields. At the local level, in recent years, Putuo District of Zhoushan City has actively laid out a new low altitude economic track. According to local official reports, as of November 10th this year, the Dongbailian Liuheng Island inter island oil product special line opened locally has completed the country's first unmanned aerial vehicle inspection of oil samples, reducing transportation costs by 90% and improving distribution efficiency by 24 times; Completed over 180 shipments of anchor ship supplies, reducing the average delivery cost of the enterprise by more than 70%. In addition, many places have also utilized low altitude equipment such as drones and intelligent machine nests, combined with technologies such as AI and LiDAR, to achieve significant improvements in efficiency and safety in areas such as electricity, intelligent inspection of highways, agricultural and forestry plant protection, and emergency rescue. The application scenario is the ultimate link in the landing of low altitude economy, and it is the key to achieving the development of 'industry industry integration' between low altitude economy and numerous industries. But currently it is still in the start-up stage, and the core of this stage is' validation ', including validation of technical feasibility, product definition, and business models. ”Huang Xiaofei, co-founder and president of Volant, said in an interview. Xie Jia, Vice President of Fengfei Aviation, stated that the commercialization of the low altitude field, especially the eVTOL industry, requires sufficient flight duration and accumulation of safety data as prerequisites, which is a gradual process. I believe that with the release of a large amount of key data from actual flights, the maturity of technology and regulatory adaptability will continue to improve, and more commercially valuable application scenarios will gradually open up in the future. If scenario applications are the "driving force" for the advancement of the low altitude economy, then policies are the "navigation system" for industrial development. Since the beginning of this year, in terms of top-level design, the policy layout around the low altitude economy has been continuously strengthened, gradually building a full chain policy support system from strategic positioning to implementation. In September of this year, the Ministry of Commerce and eight other departments jointly issued a document encouraging the orderly development of unmanned aerial vehicle (UAV) regional transportation and terminal distribution. In the "15th Five Year Plan" proposal, the low altitude economy, along with new energy, new materials, and aerospace, is listed as a strategic emerging industry cluster that needs to accelerate development. In November, the General Office of the State Council issued the "Implementation Opinions on Accelerating the Cultivation and Opening up of Scenarios and Promoting the Large scale Application of New Scenarios", which clearly listed low altitude economy as an important expansion area of the unmanned system in the entire space, and proposed to "steadily and orderly expand the application scenarios of low altitude economy". In the same month, the General Office of the State Council also issued the "Several Measures to Further Promote the Development of Private Investment", which explicitly stated in 13 targeted policy measures to "guide private capital to participate in the construction of infrastructure in the low altitude economy in an orderly manner". In November, the Ministry of Transport released 23 typical cases of low altitude transportation application scenarios, covering logistics distribution, production operations, emergency rescue and other fields, promoting the industry to shift from concept verification to scenario based applications. In addition, the Central Air Traffic Control Office recently formulated and issued the "Functional Requirements for National, Provincial, and Municipal Low altitude Flight Comprehensive Supervision Service Platform (Version 1.0)" and "Information Exchange Specification for National, Provincial, and Municipal Low altitude Flight Comprehensive Supervision Service Platform (Version 1.0)", which strengthen the standardization of low altitude management system construction and promote the transformation of low altitude management system construction to a new stage of high-quality development that is "standardized, orderly, safe, and controllable". Industry experts believe that as policies continue to intensify and application scenarios become increasingly diverse, the market space for low altitude economy will be further opened up. The aviation industry is an industry with extremely strict safety regulations, and 'safety first' is an unbreakable bottom line. Therefore, the industry chooses to start with cargo flights precisely to accumulate massive flight data and safety records through large-scale operations, allowing the regulatory system to fully recognize the maturity of technology and provide a basis for subsequent rule improvement. The drone industry has formed a relatively mature profit model, and once policies and scenarios are gradually relaxed, its commercial potential will be further unleashed. ”Xie Jia pointed out. Despite the continuous improvement of the top-level design of the low altitude economy and the increasing support of relevant policies, the industry believes that the current development of the industry still faces multiple challenges: local support policies for the industry are not yet sound, the promotion of application scenarios is insufficient, and the integration and improvement of the entire industrial ecosystem are not yet in place. In Huang Xiaofei's view, there are still various problems in the development of domestic eVTOL enterprises, such as insufficient resource support, application promotion, and capital market guidance. Although the top-level design of low altitude economy is constantly being improved at the national level, there are still gaps or lags in policies that can provide substantial support for eVTOL industry chain related enterprises at the local level. The low altitude economy and eVTOL industry are patient industries that require high investment and long-term cultivation, and cannot do without patient capital and comprehensive listing support. ”Huang Xiaofei said. To this end, he suggests vigorously cultivating high-quality eVTOL host manufacturing enterprises and increasing resource support in areas such as financial subsidies, research and development funds, personnel introduction, financial policies, market resources, and supporting facility construction; Encourage early experimentation and coordinate resources from all parties to accelerate low altitude applications. Based on eVTOL products that meet the requirements, multiple parties will collaborate to carry out pilot work for low altitude applications; Strengthen patient capital support and optimize the capital market environment. Xie Jia believes that promoting the true implementation and closed-loop of commercial scenarios is the key. The current policy highly encourages the low altitude economy, but for enterprises like ours that have already achieved normalized flight of aircraft, the core demand is to promote the true landing and closed-loop of commercial scenarios. He said that this requires support from two aspects: first, to give more policy tilt in application scenarios, so that technology has the opportunity to fully demonstrate its practical value to society; The second is to gradually expand the scale of operations by replicating successful cases. Scale effect is the key to reducing costs, and cost reduction can further enhance the value radiation range of technology. The realization of large-scale commercial use also relies on the integration and improvement of the entire industrial system and ecology, which also requires the coordinated promotion of policies and markets. ”Xie Jia emphasized.
