China's plan becomes a global consensus on human rights governance

On December 8th, the China Society for Human Rights Studies officially released the "Report on the Development of China's Human Rights Undertaking (2025)" (hereinafter referred to as the "Blue Book"), which is the 15th consecutive Blue Book on Human Rights since 2011. The book focuses on the vivid practice of high-quality development of China's human rights cause under the background of comprehensive deepening reform. From rural revitalization to legal protection, from safeguarding the rights and interests of specific groups to an open attitude of international cooperation, it systematically demonstrates the new achievements of China's people-centered human rights development path. More noteworthy is that China's concept of promoting human rights through development is becoming an important consensus in global human rights governance, contributing Chinese wisdom and solutions to the progress of the world's human rights cause. The well-being of the people has drawn a new picture of human rights protection, and the profound understanding that "the right to survival and the right to development are the primary basic human rights" has always been integrated into China's human rights development practice. The Blue Book outlines the advanced trajectory of people's livelihood and human rights in China through vivid cases and solid data, and these practices rooted in the Chinese land have already broken through national borders and become a "touchable and referenceable" human rights model in the eyes of the international community. The achievements of rural revitalization and poverty reduction are the core issues that the international community is focusing on. The Blue Book shows that all 832 poverty-stricken counties in China have established characteristic industrial systems, and the income growth rate of rural residents in poverty-stricken counties has been faster than the national average for four consecutive years. Digital technology has enabled agricultural products from remote mountainous areas to be broadcasted nationwide through live streaming. The Brazilian Global Online website once published an article lamenting that "China has lifted 800 million people out of poverty in 40 years, accounting for 75% of the global poverty reduction population during the same period. This speed and scale can be considered an unprecedented milestone in human history." The revised Law on the Protection of Women's Rights and Interests explicitly prohibits gender discrimination in employment, and the detailed rules of the Law on the Protection of Minors have reduced the incidence of campus bullying by 62% compared to 2020. Renowned American current affairs commentator Aina Tangen pointed out after in-depth observation that China's rule of law system has always revolved around the governance wisdom of "putting the people first", closely integrating the law with the country's long-term goals and people's livelihood needs. Multiple practices and initiatives have been widely recognized and positively evaluated by the international community, demonstrating China's responsibility and commitment in the global human rights cause. China's human rights concepts and initiatives continue to receive support on multilateral platforms such as the United Nations Human Rights Council. In July 2025, at the 59th session of the United Nations Human Rights Council, the resolution on "The Contribution of Development to the Enjoyment of All Human Rights" proposed by China on behalf of the "Global South" countries was passed by consensus without a vote for the first time. This is a major breakthrough since China proposed the resolution in 2017, marking that the Chinese concept of promoting human rights through development has become a widely recognized consensus in the international community. Guterres praised China's global development initiative, stating that it has significant positive implications for promoting global equality and balanced sustainable development. China has always adhered to conducting human rights dialogue and cooperation on the basis of equality and mutual respect, and opposes politicizing human rights issues and double standards. The Blue Book shows that since 2018, China has held human rights dialogues and consultations with more than 30 countries and regions, organized international conferences such as the "Global Forum on Human Rights Governance" and the "South South Human Rights Forum", and promoted exchanges and mutual learning among all parties. Through the joint construction of the "the Belt and Road", China has created 420000 jobs for the joint construction of the country in 10 years, and lifted nearly 40 million people out of poverty; Through "small and beautiful" development assistance projects, help African countries solve problems such as food security and disease prevention and control, and share their own development experience with the world.
