The General Office of the Ministry of Transport recently released 23 typical cases of low altitude transportation application scenarios. Eight low altitude logistics distribution cases, including Dalian City in Liaoning Province exploring and expanding the low altitude transportation path in Cherry Mountain and Hainan carrying out low altitude cross Strait transportation, were listed, demonstrating that low altitude logistics transportation practice has reached a new level. The low altitude economy has achieved leapfrog development in recent years, and it is expected that the market size will reach 1.5 trillion yuan this year, and is expected to exceed 2 trillion yuan by 2030. Low altitude logistics, as an important component of the low altitude economy, refers to a new logistics method that uses drones and other aircraft to carry out logistics distribution in low altitude areas. Due to its three-dimensional transportation characteristics, it can break through the limitations of traditional logistics relying on ground transportation networks, and has the advantages of fast and efficient delivery. It can gradually expand the boundaries of instant delivery, turning the unreachable into within reach, and is becoming an important component of modern logistics systems. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development, approved at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, proposes to implement industrial innovation projects, comprehensively promote the construction of innovation facilities, technological research and development, product iteration and upgrading, and accelerate the development of strategic emerging industry clusters such as new energy, new materials, aerospace, and low altitude economy. This provides guidance for us to do a good job in low altitude logistics transportation in the new stage. There is reason to expect that by strengthening infrastructure and network layout, breaking through key core technologies, expanding scale applications, innovating business models, we can continuously reduce comprehensive logistics costs and further unleash the economic potential of low altitude logistics transportation. Strengthen infrastructure and network layout. Infrastructure is the prerequisite guarantee for the development of low altitude logistics. The safe and orderly operation of drones relies on the support of ground facilities and equipment. It is necessary to accelerate the construction of ground support infrastructure such as drone takeoff and landing sites, general airports, low altitude aircraft charging stations, and maintenance stations. Effectively developing the low altitude intelligent networking construction that integrates multiple networks such as infrastructure network, communication and navigation network, air route network, and low altitude service network, to safeguard low altitude safe flight. Promote large-scale application and technological breakthroughs in key links, effectively reducing low altitude logistics costs. The key to low altitude logistics operation lies in scale, and the prerequisite for scale is standardization. Promote strong alliances among logistics enterprises, local governments, low altitude aircraft manufacturers, financial institutions, and other parties to achieve standardized technology research and development, efficient low altitude transportation, optimized flight paths, and improved operational efficiency; Through technological innovation, promote the lightweight and modular design of unmanned aerial vehicle power systems, and continuously reduce comprehensive logistics costs. Promote innovation in integrated business models. The Implementation Plan for Innovative Applications of General Aviation Equipment (2024-2030) issued by the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and other four departments proposes to encourage leading enterprises to explore and form integrated business models for product development, scene construction, and demonstration operation in emerging application fields such as unmanned logistics and urban air traffic. This is an important measure to promote the efficient integration of general aviation equipment manufacturing and service industry. We should implement detailed deployment, actively explore the integration of manufacturing and operation, and form a closed loop of "research and development+manufacturing+operation".
