The report believes that currently, the long-term goal of promoting the market-oriented allocation reform of data elements in China is to promote the "availability, mobility, good use, and security" of data. In the coordinated development of institutions, technology, and industry, the development of data elements has entered a new stage of systematic construction and large-scale application. One is that data lays the foundation for the development of artificial intelligence, promotes the emergence of intelligence, and at the same time, artificial intelligence also promotes the value of data elements, providing an important engine for the development of the digital economy. The explosive evolution of domestic large-scale models has made the research and development demand for high-quality, multimodal, and specialized data unprecedentedly urgent. Meanwhile, big models make data a semantic carrier capable of carrying diverse content. Intelligent data governance effectively reduces the processing cost of massive unstructured data and improves data quality. The report points out that the comprehensive acceleration of China's data system construction has laid a solid foundation for the standardized development of the data industry and the cultivation of the data market.
