On the 11th, it was learned from the National Development and Reform Commission that the National Development and Reform Commission and the National Energy Administration recently issued a notice on optimizing the market quotation of centralized new energy power generation enterprises (trial), aiming to promote the construction of a market quotation method that conforms to the characteristics, distribution pattern, and operating status of new energy power generation, standardize the operation order of the electricity market, improve the efficiency of optimizing the allocation of electricity resources, and assist in the construction of new power systems and the achievement of dual carbon goals. The relevant person in charge of the National Energy Administration stated that under the premise of following the basic rules of electricity market operation and not adding new operating entities, the restrictions on centralized new energy power generation enterprises' quotations will be gradually lifted. Multiple stations will be allowed to submit quotation information at the same fixed location, and the requirements for centralized quotation conditions, work processes, etc. will be clarified. Relevant entities' quotation monitoring and supervision will be strengthened to promote flexible participation of new energy in market transactions and improve market efficiency. The notice specifies that the total installed capacity of new energy power generation enterprises participating in centralized quotation should not exceed the installed capacity of the largest single coal-fired power plant in the electricity market of the province (region, city) where they are located (excluding the supporting power supply of ultra-high voltage transmission channels). The centralized quotation work adopts the management of applying for public disclosure and filing, and new energy power generation enterprises participate in centralized quotation without changing their independent market position, scheduling management relationship, transaction settlement relationship, etc. The Electricity Market Management Committee should fully leverage its role in market self-discipline and social supervision, and strengthen the self-discipline management of centralized pricing for new energy power generation enterprises. The relevant person in charge of the National Energy Administration stated that the National Energy Administration will do a good job in promoting and interpreting the notice, guide relevant regional energy regulatory departments, energy regulatory agencies and other units to formulate specific implementation plans, and strengthen the supervision of new energy centralized quotation behavior.
