Effectively supervise and protect the ecological environment
2025-12-11
The ecological protection and high-quality development of the Yellow River Basin are major national strategies personally planned, deployed, and promoted by General Secretary Xi Jinping. The disciplinary inspection and supervision organs should enhance their political stance and ensure the effective implementation of this major strategic deployment through precise, effective, and long-term political supervision. Focus on the "two safeguards" and highlight specificity in the direction of supervision to ensure smooth implementation of government policies. Political supervision is not vague, it must be implemented in specific plans, policies, projects, and responsibilities. To closely focus on the functional positioning of Huiji District in Zhengzhou City, Henan Province in the construction of the core demonstration zone for ecological protection and high-quality development in the Yellow River Basin, major tasks such as ensuring the safety and stability of the Yellow River, ecological restoration, intensive and economical use of water resources, and protecting, inheriting and promoting Yellow River culture should be refined into a verifiable and evaluative supervision list. We should closely monitor major engineering projects, such as the comprehensive management of the Yellow River beach area, the construction of ecological corridors along the Yellow River, and the promotion and implementation of surrounding supporting projects such as the Yellow River National Museum. We should move forward the supervision checkpoint and embed key links. Focus on the exercise of power, highlight precision in supervision measures, and enhance the quality and efficiency of supervision. The major national strategy for the Yellow River involves a wide range of fields, large capital investment, and high risks of clean governance. Supervision must be targeted and precise in implementing policies. We should closely monitor key areas and positions such as policy formulation, approval and supervision, engineering construction, and public resource trading, and thoroughly investigate the risk points of integrity. By comprehensively utilizing methods such as "room group land" linkage supervision, patrol supervision, and big data comparison, we will strengthen the supervision and inspection of the implementation of ecological and environmental protection responsibilities, land use control, and the distribution of funds for benefiting agriculture and the people. We must resolutely rectify formalism and bureaucratic problems such as discounting, flexibility, perfunctory responsibility, and blind decision-making in implementing the major national strategy for the Yellow River. We must have zero tolerance for corruption issues such as embezzlement, embezzlement, and retention, and use iron discipline to remove the "roadblocks" and "stumbling blocks" that hinder the implementation of the strategy. Focus on system governance, highlight normalization in supervision effectiveness, and achieve long-term stability. Promoting ecological protection and high-quality development in the Yellow River Basin is a long-term task, and supervision must be carried out continuously and regularly. We must adhere to the combination of immediate improvement and long-term establishment, dig deep into the root causes of problems found in supervision, put forward suggestions, urge relevant functional departments to draw lessons from others, plug loopholes, improve systems, and transform supervision results into governance effectiveness. Strengthen the construction of a clean and honest culture in the new era, deeply explore the clean elements and water management spirit contained in the Yellow River culture, create a local clean and honest cultural brand, educate and guide party members and cadres to exercise their power impartially and engage in clean governance, consciously become loyal guardians and firm executors of the major national strategy of the Yellow River, and create a good political ecology of clean and honest conduct and entrepreneurship.
