Dai Bin, Deputy Director of the Shanghai Municipal Administration of Communications, introduced at the 2025 "5G Navigation" Integration Application Development Conference held on the 10th that benefiting from the continuous consolidation of information and communication infrastructure construction, Shanghai has created a number of benchmark cases for "5G Navigation" in scenarios such as ship intelligent manufacturing, 5G smart ports, maritime navigation protection, shipping logistics, and marine energy development. Specifically, the application scenarios of 5G in maritime areas mainly cover green port automation production, intelligent remote supervision, intelligent navigation and ship shore coordination, digital twin shipping control, maritime security and emergency search and rescue, shipping carbon emission monitoring and energy consumption intelligent control, low altitude cross sea logistics intelligent networking, marine new energy facility operation and maintenance, and other fields. These applications provide a clear practical path for 5G technology to empower high-quality development of the marine economy. As a builder of communication infrastructure, Tong Haipeng, Deputy General Manager of China Tower Corporation Shanghai Branch, introduced that in the next five years, Shanghai will focus on supplementing weak signal coverage areas such as the Yangtze River estuary waterway, offshore operation areas, and surrounding islands. It plans to land 35 dedicated base stations and deploy about 100 5G network elements. Combined with the mature layout of existing coastal and sea related 5G base stations, it will achieve multi frequency coordination of "shore based+sea based base stations" and form a three-dimensional 5G network coverage for coastal, nearshore, and offshore areas. Shanghai Maritime Safety Administration Director Qiu Ming said that Shanghai will promote the deep integration of "5G sea access" with special plans such as smart waterways, smart ports, and green shipping, coordinate the construction of maritime networks and shore based facilities, promote cross industry resource sharing and functional reuse, and create an intensive, efficient, and widely covered new maritime infrastructure system. At the same time, relying on the cross industry and cross departmental cooperation mechanism of "5G sea sweeping", we will strengthen the normalized docking and collaborative research between provinces and cities, industries, departments, and enterprises, and jointly build an innovation community that closely integrates government, industry, academia, research, and application.
