Recently, China has passed the International Search and Rescue Advisory Group (INSARAG) National Certification Program (IRNAP) qualification certification, becoming the tenth country in the world to receive this authoritative certification. This marks that China's urban search and rescue (USAR) system has reached the international advanced level, and its rescue capabilities have been highly recognized by the international community. After passing the certification, China has been officially authorized by the United Nations INSARAG to conduct capability assessments on domestic rescue teams, award relevant exclusive identification badges to qualified teams, and promote them to become internationally recognized professional rescue forces. It is reported that the evaluation expert group is composed of 10 foreign technical experts and 10 Chinese evaluation experts. The evaluation process adopts a dual standard of "international+domestic" to ensure the professionalism and authority of the certification. International experts evaluated the level of internationalization based on a checklist consisting of 20 parts and 167 indicators, while domestic experts checked the completeness of the procedures using a checklist consisting of 17 parts and 143 indicators, comprehensively verifying the maturity and professionalism of China's rescue system.
