The State Administration for Market Regulation introduced that in order to implement the requirements of the Interim Regulations on the Administration of Unmanned Aerial Vehicle Flight Management regarding the real name registration and activation of civil unmanned aerial vehicles (hereinafter referred to as "UAVs"), as well as the submission of identification information, the State Administration for Market Regulation, together with the Civil Aviation Administration, has organized the formulation of two mandatory national standards, "Requirements for Real name Registration and Activation of Civil Unmanned Aerial Vehicles" and "Specification for Operation Identification of Civil Unmanned Aerial Vehicle Systems". Among them, the national standard "Requirements for Real name Registration and Activation of Civil Unmanned Aerial Vehicles" stipulates the workflow of real name registration and activation of unmanned aerial vehicles, proposing regulations on registration subjects, registration management and query, cancellation, data exchange interfaces, level protection, etc., and clearly requiring that unmanned aerial vehicles cannot have flight capabilities before activation and after deactivation. The national standard "Operation Identification Specification for Civil Unmanned Aerial Vehicle Systems" stipulates that unmanned aerial vehicles should actively report their identity, location, speed, status, and other information to the regulatory authorities after startup and throughout the flight process, so that the regulatory authorities can grasp the real-time flight status of the unmanned aerial vehicle throughout the process. The State Administration for Market Regulation stated that the release and implementation of two mandatory national standards will technically solve the problems of "who can fly" and "who is flying" in unmanned aerial vehicles, support the effective implementation of the Interim Regulations on the Management of Unmanned Aerial Vehicle Flight, and provide important guarantees for the safe and orderly development of the unmanned aerial vehicle industry.
