The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development proposes to deepen cultural exchanges and mutual learning, extensively carry out international cultural exchanges and cooperation, and encourage more cultural enterprises and excellent cultural products to go global. As an important bridge connecting different civilizations and promoting people to people communication, cultural trade is playing an irreplaceable role in promoting mutual learning among civilizations and building a community with a shared future for mankind in its unique way. Since the 14th Five Year Plan, China's cultural trade has entered a new stage of high-quality development, showing a good trend of continuous expansion in scale, continuous optimization of structure, and increasingly diverse business formats. The empowerment of digital intelligence has significantly enhanced the international competitiveness of cultural trade, and digital cultural services represented by anime and online games, online audio-visual, and digital publishing have rapidly emerged as new growth engines. The trade model is becoming more diversified, gradually shifting from exporting a single product to deep collaboration such as IP co creation, copyright cooperation, and overseas localization operation, greatly expanding the boundaries and volume of cultural service trade. The market pattern continues to be optimized, and exchanges with the countries jointly building the "the Belt and Road" and emerging economies are increasingly close, with a more balanced regional distribution. Cultural trade entities have become more diverse, from large cultural enterprises to small and medium-sized cultural and creative studios, all of which have emerged on the global stage. These changes not only demonstrate the innovative vitality of China's cultural industry, but also inject new impetus into promoting global civilization mutual learning and building a community with a shared future for mankind with unique market momentum and cultural influence. Cultural trade is a contemporary continuation of the ancient Silk Road spirit and an important link in the construction of a community with a shared future for mankind. In today's era of economic globalization, we should cherish the communication power, market vitality, and innovation potential contained in cultural trade even more. Digitization is not only a technological revolution, but also a reconstruction of cultural dissemination methods. Empowering with digital intelligence to enhance the dissemination efficiency of cultural trade is an important way. Digitization breaks the limitations of time and space, enabling cultural products and services to circulate globally at lower costs and higher efficiency. The independently developed online game "Black Myth: Wukong" in China, with its exquisite visual presentation and profound cultural heritage, has attracted widespread attention worldwide and become a typical representative of Chinese culture "going global". Digital technology creatively transforms rich cultural resources and promotes international dissemination through marketization, internationalization, and specialization. China is actively promoting the digital collection and development of traditional cultural resources, through the construction of cultural databases and the use of artificial intelligence technology for content reproduction, to achieve value-added transformation from cultural resources to cultural IP. This path also provides a feasible paradigm for relevant countries to explore and interpret local cultural values and participate in international cultural division of labor. The healthy development of cultural trade cannot be achieved without a fair, open, and transparent international system of rules. Innovative rules must be used to ensure the sustainable development of cultural trade. In recent years, China has made active explorations in promoting institutional openness. In October of this year, the China ASEAN Free Trade Area 3.0 Upgrade Protocol was officially signed, which for the first time incorporated digital economy, supply chain cooperation, and other aspects into the framework of trade rules, providing institutional guarantees for regional cultural market integration. This not only helps to reduce transaction costs, but also reflects the governance concept of "development first, inclusiveness and inclusiveness". For example, Shanghai is promoting the "Overseas Remake of Chinese Film and Television IP" plan, which aims to achieve a transition from "going out" to "going in" through copyright authorization and collaborative production.
