Civilian drones cannot be reduced to 'peeping eyes'

Recently, incidents of drone invasion of personal privacy have repeatedly been reported, causing strong public anxiety. When these 'eyes in the air' quietly hover over bedroom windows, skim over bathroom glass, and aim at hotel rooms, those safe zones that should belong to personal privacy are becoming public display areas. In the current era of rapid popularization of drones, a public safety question is highlighted: how to resist aerial surveillance and safeguard the peace of private life? What is even more alarming is that drone spy photography has spawned a complete industry chain. From illegal filming and dissemination of private images to using live streaming to attract traffic, technological convenience has been distorted by a few people into a tool for profit. This not only seriously violates personal privacy rights, but also causes long-term psychological trauma to the victims and disrupts their normal lives. The risk is not limited to individuals. The surveillance footage of drones has extended from the private domain to the realm of public safety and even national security. In previous cases disclosed by the national security department, overseas organizations, under the guise of commercial cooperation, instructed domestic personnel to take and disseminate hundreds of photos of important military facilities, directly threatening military security. This reminds us that drone management is not a trivial matter. To standardize the 'Eye in the Sky', we must first establish a strong regulatory system. The traditional management model is no longer able to cope with large-scale and normalized low altitude flight activities. We should further clarify regulatory responsibilities, strengthen cross departmental collaboration, establish a regular inspection mechanism for drone information collection, and improve the legal accountability system to form an effective deterrent. At the same time, it is necessary to open up channels for public rights protection. By establishing a rapid response and reporting mechanism, we can achieve early detection, accurate positioning, and quick disposal of illegal filming activities. We need to reduce the cost of safeguarding rights, encourage social supervision, and promote the formation of a low altitude governance atmosphere with public participation. In addition, industry access should be strictly implemented, legal training should be carried out, illegal behavior should be strictly punished, professional ethics of practitioners should be strengthened, red lines should be drawn, and violators should not be able to escape. Civilian drones should be the wings of technology that serve society, rather than becoming a "peeping eye" that invades privacy.
