During the 14th Five Year Plan period, digital culture, as an emerging cultural form that effectively integrates culture and technology, has shown great potential and unique value in enriching the spiritual and cultural life of urban and rural residents with its unique vitality and creativity. Crossing the digital divide between urban and rural areas and continuously promoting cultural benefits for the people is not only an inherent requirement for high-quality economic and social development in China, but also an essential part of implementing the people-centered development philosophy. To bridge the digital divide between urban and rural areas, high-quality infrastructure construction is a prerequisite. During the 14th Five Year Plan period, with the deepening and high-quality development of universal telecommunications services, the digital infrastructure conditions in rural areas have been substantially improved. All of these provide solid infrastructure support for digital cultural products and services to benefit more rural residents, while creating favorable conditions for the unimpeded flow of cultural information resources and the equal sharing of cultural rights. Implementing the digital strategy of cultural industry is a powerful lever to bridge the urban-rural digital divide. On the basis of high-quality infrastructure construction, new digital cultural formats such as online literature, online dramas, online variety shows, micro dramas, short videos, live streaming, and online music will accelerate their development during the 14th Five Year Plan period. These new digital cultural formats have not only become an important force in promoting the transformation and upgrading of the cultural industry and cultivating new driving forces for economic and social development, but also an important carrier for connecting the "last mile" of grassroots public cultural services and enriching the cultural life of grassroots people due to their convenience, interactivity, and wide accessibility. These new business models also actively respond to the national call, combining cultural creation with digital dissemination, providing multidimensional support for cultural benefits to the people, and actively meeting the growing and increasingly diverse spiritual and cultural needs of the general public. Continuously promoting cultural benefits for the people, the effective integration of culture and technology is key. Since the 14th Five Year Plan, digital culture has explored multiple paths in promoting the two-way flow of urban and rural factors and promoting the equalization of basic public cultural services, with significant cultural benefits for the people. The effective integration of culture and technology, breaking the limitations of physical space, has created multiple possibilities for urban and rural residents to share cultural participation and experience. Cultural products such as "Black Myth: Wukong" utilize their digital modeling technology and immersive experience advantages to digitally reproduce and creatively transform regional cultural elements such as ancient architecture, intangible cultural heritage, and natural scenery. Some of these resources are located in rural areas, and they have gained wider dissemination and recognition through digital platforms. The rural culture and tourism resources hidden in the deep mountains have entered the vision of more people through this way. In addition, a large number of popular digital cultural products such as excellent online dramas, online variety shows, online literature, micro dramas, short videos, and live broadcasts are constantly emerging. They focus more on real-life themes, vividly reflecting the development process of the new era and the changes in the lives of urban and rural residents, depicting the development landscape of urban and rural areas in the new era and the stories of people's struggles. During the 14th Five Year Plan period, the cultural consumption patterns of urban and rural residents have undergone continuous changes. Short video, live streaming and other platforms fully leverage their advantages in information aggregation and social interaction. On the one hand, they provide new windows and stages for the display of traditional folk skills, local operas, etc., promoting the widespread dissemination and dynamic inheritance of intangible cultural heritage; On the other hand, through new models such as live streaming sales and content e-commerce, we can help expand sales channels for specialty agricultural products and cultural and creative products, and organically integrate rural cultural dissemination with economic and social development. In the specific process of realizing cultural benefits for the people, the masses can not only share the achievements of cultural development in the new era, but also obtain tangible economic benefits. Although China has made significant progress in bridging the urban-rural digital divide and continuously promoting cultural benefits for the people since the 14th Five Year Plan, we still need to be aware that there is still a certain gap between urban and rural areas in terms of accessing digital resources, mastering digital skills, and providing high-quality cultural content. To promote cultural benefits for the people during the 15th Five Year Plan period, the author has the following thoughts and suggestions: continue to consolidate urban and rural digital infrastructure, especially promote the construction of new infrastructure in rural areas, and pay attention to improving network quality and service level, providing a stronger "digital foundation" for cultural benefits for the people. Encourage the creation of more excellent digital cultural products that meet the needs of grassroots people and reflect the style of the new era. Encourage cultural institutions and technology enterprises to strengthen cooperation and develop cultural applications and content suitable for different age groups, educational backgrounds, regions, and other groups of people. Strengthen the popularization and training of digital skills, enhance the digital media literacy of urban and rural residents, especially the elderly and disadvantaged groups, so that they can better enjoy the cultural convenience and fun brought by digital culture. Further improve relevant policies and regulations, optimize the development environment, guide the healthy, orderly, and high-quality development of the digital cultural industry, and promote its greater role in serving society and benefiting the people.
