These vivid scenes are constantly presented on the land of China, reflecting the transition of low altitude logistics from a "niche pilot" to a "mass experience", and also reflecting the thriving development prospects of the low altitude economy. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development clearly proposes to accelerate the development of strategic emerging industry clusters such as new energy, new materials, aerospace, and low altitude economy. As an important component of strategic emerging industries, low altitude economy has high technological content and concentrated innovation elements, and is an important carrier for the deep integration of scientific and technological innovation and industrial innovation, as well as the integration of real economy and digital economy. Our country's economy is in a critical stage of transformation and upgrading. Developing a low altitude economy is of great significance for developing new quality productive forces and reshaping the economic and social development pattern. At present, China's aviation industry is entering a period of multiple benefits such as policies, markets, and technologies, and the development of low altitude economy is facing a major opportunity period of vigorous growth. On the one hand, the rapid development of advanced information technologies such as 5G, big data, cloud computing, and artificial intelligence has provided core technological support for the development of low altitude economy; On the other hand, the market's diversified demand for low altitude economy continues to grow, expanding vast space for the development of low altitude economy. According to the "Report on the Development of China's Low altitude Economy", the national market size of the low altitude economy has reached 67025 billion yuan in 2024, and it is expected to exceed the trillion yuan mark this year. According to the prediction of the Civil Aviation Administration of China, the market size of the low altitude economy is expected to reach 3.5 trillion yuan by 2035. Whether it is the development of unmanned aerial vehicle systems for material delivery, forest fire prevention, emergency monitoring, etc., significantly improving the speed and efficiency of emergency response and disposal, or meeting the application needs of low air short distance air traffic in cities, promoting the widespread application of unmanned manned electric vertical takeoff and landing (eVTOL) aircraft in various production and living scenarios... Low altitude technology is solving traditional problems and creating new value in thousands of industries. In recent years, a series of action plans have been introduced from the central to local levels, providing strong institutional guarantees and policy guidance for the high-quality development of the low altitude economy. In December 2023, the Central Economic Work Conference proposed the development of several strategic emerging industries, including the low altitude economy. In March 2024, the low altitude economy was first included in the Government Work Report and positioned as a new growth engine; The Third Plenum of the 20th Central Committee of the Communist Party of China explicitly proposed the development of general aviation and low altitude economy. At the same time, various places are also laying out their plans. For example, the "Action Plan for Promoting High Quality Development of Low altitude Economy Industry in Beijing (2024-2027) (Draft for Comments)" points out that low altitude economy should be cultivated as a leading demonstration industry leading the coordinated development of Beijing Tianjin Hebei, and Beijing should be built into a city of innovation in low altitude economy industry and a national demonstration zone for low altitude economy. We are delighted to see that the low altitude economy is accelerating towards scale, intelligence, and ecologicalization. The Civil Aviation Administration of China has established an airworthiness system composed of various airworthiness agencies, and has made top-level arrangements and work deployments to strengthen the airworthiness certification system and capacity building for unmanned aerial vehicles. At the same time, many cities have introduced construction plans to improve their low altitude flight service capabilities, and some newly built urban low altitude flight service platforms have been officially put into use. Various regions have also seized opportunities and adapted to local conditions, forming distinctive development patterns. According to statistics, currently, consumer grade drones in Shenzhen account for 70% of the global market, and industrial grade drones account for 50% of the global market. More than 1900 low altitude economic industry chain enterprises have gathered, and large-scale development has taken shape. During this year's National Day holiday, the "Fuzhou Smart Patrol" low altitude unmanned aerial vehicle government comprehensive application service platform cooperated with the Fuzhou Emergency Management Bureau, Fuzhou Expressway Traffic Police Detachment and other departments to efficiently complete tasks such as high-speed congestion control, scenic area pedestrian flow control, emergency dispatch, etc., enabling the development of low altitude economy to better serve the needs of the people. In the future, it is necessary to continue to promote the deep integration of technological innovation and industrial innovation, strengthen the dominant position of enterprises in innovation, accelerate the research and development of key core technologies, key common technologies, and cutting-edge technologies, and integrate technological innovation into all links and chains of low altitude economic development. At the same time, fully activate the application scenarios of low altitude economy, continuously expand the "low altitude+" business matrix, continuously promote the scale and normalized development of low altitude economy, and form a low altitude scene pattern of "flying in the sky" and "hot on the ground". In addition, we should strengthen the integration of industry and education, the integration of science and education, and school enterprise cooperation, accelerate the cultivation of high-quality talents that are suitable for industrial development, and universities should also focus on industrial needs, offer relevant majors, and provide talent support for the high-quality development of the low altitude economy.
