The 'Fengqiao Experience' has undergone more than 60 years of development, constantly keeping pace with the times, revitalizing and carrying forward. General Secretary Xi Jinping profoundly pointed out: "We must fully understand the significant significance of the 'Fengqiao Experience', carry forward excellent work style, adapt to the requirements of the times, and innovate methods of mass work. We must adhere to and develop the 'Fengqiao Experience' well, and implement the Party's mass line well. The Proposal of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has made strategic arrangements for adhering to and developing the "Fengqiao Experience" in the new era. In recent years, with the rapid development of digital technologies represented by artificial intelligence, cloud computing, blockchain, big data, etc., digital technology has increasingly become an important force in empowering social governance. One important aspect of adhering to and developing the "Fengqiao Experience" in the new era is to empower its innovative development with digitalization, continuously explore new models and paths for grassroots social governance, and improve the level of intelligence, scientificity, and precision in social governance. Empowering the "Fengqiao Experience" in the new era with digitalization not only means technological innovation, but also means a change in social governance methods. The key is to achieve deep integration of new technologies and methods of digital social governance with grassroots social governance. Its core advantages are mainly reflected in three aspects. Firstly, it helps to better leverage the main role of the people. The essence of the 'Fengqiao Experience' lies in mobilizing and relying on the masses to solve problems at the grassroots level and in their early stages. Digital platforms can collect real-time public sentiment data, accurately perceive public demands, promote more active participation of the masses in grassroots governance, and fully tap into the enthusiasm, initiative, and creativity of the people. The second is to help optimize the governance mechanism of 'not submitting contradictions'. By building integrated social governance platforms and grid management systems, cross departmental data sharing and collaborative analysis can be achieved, which helps to resolve conflicts and disputes at the earliest stage and smallest unit of social governance. Thirdly, it helps to build a community of social governance. Digital platforms can promote collaboration among government, society, and the market, encourage multi-party participation in social governance, and contribute to building a social governance community where everyone is responsible, accountable, and accessible. To empower the "Fengqiao Experience" in the new era with digitalization, we must adhere to the fundamental leadership of the Party, the premise of source governance, the basis of multi-party governance, the guarantee of legal governance, and the guidance of people's livelihood services, and accelerate the formation of a new pattern of modern grassroots social governance that is jointly built, co governed, and shared. Adhere to the comprehensive leadership of the Party and ensure the correct direction of digital social governance. The leadership of the Party is the political soul of the 'Fengqiao Experience'. We need to establish and improve the Party committee's overall leadership mechanism for digital platforms, ensuring that Party leadership runs through the entire process of platform design, operation, and optimization. Continuously promote the deep integration of "smart party building" and grassroots social governance, and appropriately embed digital technology into the organizational life, party member education, and service work of grassroots party organizations. Actively use the Internet, big data and other emerging technologies, innovate the content and mode of party organization activities, promote "smart party building", effectively transform the advantages of party building into governance efficiency, and improve the level of serving the masses with digitalization, networking and intelligence. For example, Beijing continues to deepen the reform of party building leading the handling of complaints, using party building to lead the "one needle" to connect the "thousand lines" of urban governance, taking the demands of the masses as the governance goal, allowing the masses to participate in urban governance decision-making, and using the wisdom of the masses to solve conflicts and problems involving the interests of the masses, forming a vivid practice of practicing the "Fengqiao Experience" in the new era. Promote source control and move the checkpoint forward. The key to digital governance lies in strengthening "front-end warning" and achieving source governance. By utilizing digital technology and means, we can transform "post response" into "pre warning" and reduce grassroots governance pressure from the source. Fully integrate data resources from public service platforms such as 12345 hotline and comprehensive management center, use artificial intelligence and machine learning algorithms to develop intelligent risk prediction and warning models, and achieve early identification, intelligent analysis, and automatic warning of social conflict risks. Establish a prevention mechanism for online and offline linkage, ensuring that digital platform warning information can be automatically and accurately pushed to relevant responsible units and grassroots grid personnel, forming a platform data closed-loop workflow, and resolving risks and hidden dangers in their infancy. For example, Foshan City in Guangdong Province has built the "Foshan City Brain" intelligent center, providing 114 basic capability supports, and has established 9 major monitoring projects such as gas and fire protection. 13120 sets of sensors have been deployed to monitor and warn risk points such as gas pipelines 24 hours a day, promoting the transformation from "firefighting" governance to "fire prevention" governance. Strengthen multi-party governance and build a new pattern of digital social governance. Multi party governance is an important goal of empowering the "Fengqiao Experience" in the new era with digitalization. To promote the dual wheel drive of digitalization and grid management, promote the deep integration of "one network unified management" and grid management, and achieve information exchange and task collaboration among governance entities. Using a digital platform as a link, optimize the mechanism of handling complaints immediately, and achieve intelligent distribution, time limited processing, and full process supervision of various tasks by the platform. At the same time, by developing digital tools such as "casual shooting" and "online meeting rooms", the mass work method of "Fengqiao Experience" will be extended from offline to online, in order to build a social governance community through joint construction, governance, and sharing. For example, Zhuji City in Zhejiang Province has connected digital applications such as "City Maple Bridge" with urban grids and offline community discussion platforms, strengthened online and offline collaborative linkage, and formed a new situation of top-down connectivity, overall intelligent governance, and efficient collaboration. Strengthen legal governance and establish a solid bottom line for digital social governance security. The construction of the rule of law is an important guarantee for empowering the "Fengqiao Experience" in the new era with digitalization. We need to improve relevant laws and regulations on digital governance, accelerate the research and development of standards and norms for data collection, sharing, openness, and application in grassroots social governance, and consolidate the legal foundation for digital governance. Strengthen data security and privacy protection to ensure that digital platforms operate safely, stably, and efficiently in the face of massive data and complex network environments. Establish a strict data classification and grading management system and security protection system, adopt advanced technological means to ensure the security of citizens' personal information and privacy, resolutely prevent data abuse and leakage, and ensure the security and standardization of data applications. For example, Pudong New Area in Shanghai has issued the "Several Provisions on the Authorization and Operation Management of Public Data in Pudong New Area (Trial)", which standardizes the authorization and operation management of public data, promotes the development and utilization of public data, helps to ensure data security, and improves governance efficiency. Highlight service orientation and enhance the temperature of digital social governance. The focus of adhering to and developing the "Fengqiao Experience" in the new era is to serve the people. We need to rely on big data to accurately identify the needs of different groups and regions, promote the transformation of governance models from "people looking for services" to "services looking for people", and actively push personalized and customized services. Improve offline service channels, establish a comprehensive service mechanism, provide "digital feedback" and "aging friendly" services for special groups such as the elderly and disabled, achieve parallel online and offline, make governance more humane, and enable the achievements of digital civilization to benefit more people. For example, the online government service platform "Zhe Li Ban" in Zhejiang Province has deeply integrated "more data running away and less people running errands" into enterprise production and daily life of the masses. It has gathered 3638 government service items based on application, more than 2000 convenient and enterprise services, and integrated more than 300 types of electronic certificates and licenses such as driver's licenses, driving permits, and health insurance cards.
