Using the strictest new national standards to curb the unhealthy trend of "little electric donkey" reform

At 3:30 in the morning, a group of teenagers rode modified electric bicycles on the streets where there were still trucks passing by, showing off their skills. The youngest rider was only 15 years old. They told reporters that the vehicles were all second-hand and underwent "explosive modifications" after being registered. Almost all parts except for the original frame were tampered with, and the speed could exceed 150 kilometers per hour. December 2nd is National Traffic Safety Day, and electric bicycles are in a phase of transition from old to new national standards. The reporter found through research in multiple places that illegal modification of electric bicycles is still widespread (according to Xinhua News Agency on December 2). Electric bicycles, which are convenient and time-saving for commuting, picking up and dropping off children, and delivering takeout, have become an indispensable means of transportation in daily life. However, some people illegally modified electric bicycles in pursuit of "speed and passion". Behind the scenes, an industrial chain has even formed, with some e-commerce platforms openly selling illegal accessories, while offline stores promote "black technology endurance" and provide "one-stop purchase and modification" services, offering modification services such as lifting speed limits, changing batteries, and installing strong lights at the same time as buying a car. Modifying a car is risking one's life. Electric bicycles produced by legitimate manufacturers have accessories set according to their normal load-bearing capacity, and the braking system has also undergone strict testing. Once modified and installed, this balance may be disrupted, resulting in incompatibility between the original and the modified parts, which can lead to serious malfunctions such as brake failure and short circuits in the circuit, making it highly susceptible to traffic accidents. Especially when illegally modifying or installing large capacity batteries, it may cause explosions, and installing "flashing" strong lights artificially creates "blind spots" that affect pedestrian driving safety. These illegally modified vehicles are actually "ticking time bombs" full of safety hazards and "road killers" threatening public safety. In May 2018, China released the mandatory national standard for electric bicycles, "Technical Specification for Safety of Electric Bicycles" (GB17761-2018), which stipulates that the maximum speed of electric bicycles shall not exceed 25 kilometers per hour. Modified cars can easily reach speeds of over a hundred kilometers per hour, far exceeding the speed limit and posing significant risks. Many places also explicitly prohibit installation and modification behaviors that affect safety. Those involved may not only face administrative penalties, but also be held criminally responsible in serious cases. Chaos urgently needs regulation, and a new national standard has emerged in response. On September 1, 2025, the mandatory national standard "Safety Technical Specification for Electric Bicycles" (GB 17761-2024) was officially implemented, known as the "strictest" new national standard in history, drawing a safety red line for the electric bicycle industry. The new national standard not only reaffirms the upper limit of 25 kilometers per hour, but also emphasizes the systematic improvement of vehicle intrinsic safety through strict control of motor speed, strengthened tamper proof design, implementation of "one vehicle, one pool, one charge, one code" traceability management, and strict restrictions on the use of combustible materials. At the same time, the new national standard has moderately relaxed the weight limit of the entire vehicle, balancing range and practicality, making the vehicle more in line with actual needs, and reducing the motivation for users to illegally modify from the root. The law alone is not enough. Strict standards have been established, but it is even more important to implement them and take root. To put an end to the chaos of modifying electric bicycles, it is necessary to strengthen the full chain supervision of "production sales use", further increase cross departmental collaboration, and conduct regular inspections. Through conducting undercover and surprise inspections, illegal modification behaviors should be discovered in a timely manner and punished according to law. In addition, it is necessary to strengthen safety warning education, guide users to abandon the erroneous concept of "modifying and showing off skills" and establish a civilized concept of "safe riding" through safety knowledge lectures, exposure of typical cases, and other methods.
