Tightly grasp the time window

2025-12-03

Those who come but cannot be lost are the times; those who dance but cannot be lost are the opportunities. "The course of history often has key nodes that provide opportunities for development and often open a" time window "to new horizons. The Proposal of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China clearly stated the important position of the "15th Five Year Plan" period in the basic realization of socialist modernization. General Secretary Xi Jinping emphasized the need to seize this time window, consolidate and expand advantages, overcome bottlenecks and constraints, and strengthen weaknesses and deficiencies. The "15th Five Year Plan" period is a crucial five-year period that connects the past and the future. Only by firmly grasping the time window, consolidating the foundation, and making comprehensive efforts can we continue to release development vitality and continuously cultivate development advantages. Contradiction runs through the entire development of things. When the contradictory movements between productivity and production relations, economic foundation and superstructure accumulate to a certain extent, the turning point of quantitative change leading to qualitative change will appear, which provides an objective basis for the opening of the "time window". This' time window 'is the critical region and critical moment where quantitative accumulation seeks breakthroughs and qualitative changes can occur. If you seize it, you can take advantage of the situation and achieve leapfrog development. Since the reform and opening up, our party has accurately grasped the "time window" of peace and development as the theme of the times, decisively shifted the focus of party and state work to economic construction, actively integrated into the process of economic globalization, and greatly promoted the improvement of comprehensive national strength. In the new era, our party coordinates the "two overall situations", accurately recognizes changes, scientifically adapts to changes, and actively seeks changes, promoting historic achievements and changes in economic and social development. All of these indicate that by exerting precise force at key historical points, adapting to the situation and taking advantage of it, we can win the initiative in historical opportunities and seize the high ground in the tide of the times. Opportunities objectively exist, but whether they can be identified and utilized depends on the subject's cognitive level, strategic planning, and action ability. In the process of basically realizing socialist modernization, during the 15th Five Year Plan period, we must not only build on the important achievements of China's development during the 14th Five Year Plan period, but also further solve the deep-seated contradictions that restrict high-quality development and modernization construction, while clearing obstacles for the basic realization of socialist modernization. This' time window 'is a' strengthening period 'for consolidating and enhancing existing advantages, a' tackling period 'for breaking through key core technological bottlenecks, and an' improvement period 'for filling in development gaps and weaknesses. Waiting and observing, sticking to old ways, cannot seize opportunities. We must further deepen reforms comprehensively, boldly innovate, seize the opportunity, and take the initiative. The technological breakthroughs in emerging fields indicate new tracks that need to be seized for industrial upgrading; The demand signals conveyed by market changes guide the main focus of transformation and upgrading; The innovative cases explored at the grassroots level contain new paths that can be used to solve development problems. Practice has repeatedly proven that those who are good at decisively laying out plans at the beginning of change and bravely opening doors when opportunities arise often stand out in the new round of development; And those who hesitate and act slowly are inevitably lagging behind the times. Therefore, we should have a sense of urgency of "time waits for no one" and a sense of action of "seizing the day and night", accurately focus on the areas where innovation is most active, and take proactive actions at the forefront of the most profound changes. Grasping the time window requires not only perseverance but also determination. The transformation of opportunities is not achieved overnight, and it will inevitably go through a process from starting to solidifying the foundation to accumulating and developing steadily. For example, in recent years, places such as Shenzhen and Hefei have shown strong development momentum in the field of innovation. This development momentum is not sudden, but the result of local efforts to seize opportunities and continuously promote technological transformation and industrial upgrading through policy support, capital investment, industrial layout, and other unremitting efforts. Opportunities are often fleeting. If one hesitates, swings, or fails to grasp them firmly, it is equivalent to not seizing them, which will delay the opportunity. Therefore, once you have identified something, you should focus on it thoroughly, implement it in detail, work hard for a long time, and achieve results. Even if you cannot get a return in a short period of time, you should not hesitate or waver. We should pay attention to the inherent stability and long-term growth of opportunities, and cultivate a solid soil for the transformation of opportunities through systematic plans such as policies and measures, so as to transform the "window period" of development into a "golden period" for winning the future. The river of time rushes forward, and only those who seize the "time window" can stand at the forefront of the tide. Time waits for no one, opportunity waits for no one, and career development waits for no one. Only with a sense of urgency that cannot afford to wait, a sense of crisis that cannot be slowed down, and a sense of responsibility that cannot sit still, can we keenly capture opportunities, grasp the main contradictions, and take decisive actions to firmly grasp the initiative of development, elevate development advantages into competitive advantages, transform weaknesses into reform springboards, and ultimately transform historical opportunities into surging development momentum.
