The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development places "achieving significant results in high-quality development" as the top priority for China's economic and social development during the 15th Five Year Plan period. Recently, Philippe Meunier, former director of the Economic Development Agency of the Bern Region in Geneva, Switzerland, stated in an interview with Global News that in recent years, China's planning for economic and social development has shifted from focusing on the speed of economic growth to paying more attention to the quality of economic growth. The relevant statements in the "Proposal" of the 15th Five Year Plan reflect the forward-looking and continuity of China's economic policies, and the transformation and development of the Chinese economy is specifically reflected in the improvement of people's well-being. Philip Meunier: China's five-year development plan has great continuity. The latest planning proposal, in my opinion, is based on shifting the economy from high-speed growth to high-quality growth. This is very reasonable and will play a positive role in improving the quality of life of the Chinese people. At the same time, I also noticed that the "Proposal for the 15th Five Year Plan" emphasizes not only the development of artificial intelligence technology, but also the promotion of clean technology, such as electric vehicles, in terms of technological innovation. I think this is very important for improving the well-being of the Chinese people. The "15th Five Year Plan" proposes that by 2035, China's per capita gross domestic product (GDP) will reach the level of a moderately developed country. During the 14th Five Year Plan period, China's per capita GDP increased from 10632 US dollars in 2020 to 13445 US dollars in 2024, exceeding 13000 US dollars for two consecutive years, ranking among the top middle-income countries. Philip Meunier believes that in the future, China's international influence will rise in sync with its economic strength and continue to make important contributions to global economic growth. Philip Meunier: If we look back at the past decade, China's contribution to global economic growth has been about 30%. This is a very, very high number, and I also believe that China will continue to make significant contributions to global economic growth. In the past, China was once considered a low-cost production base. Nowadays, most multinational companies regard China as an innovation base, such as Swiss giants ABB (a famous industrial and energy enterprise) or Xunda (a famous elevator manufacturer), which have research and development centers in China. The research and development results there are not only used in China, but also benefit countries around the world. In addition, I believe that the green technologies developed in China, such as electric vehicles and the progress made in the field of artificial intelligence, not only benefit China but also the world, as these products are used worldwide. China's economy is very resilient, and demand from China supports the growth of many countries. At the same time, China has very competitive products in multiple industries. This has supported the development of many other countries and is an important contribution of the Chinese economy to the world economy. In addition, in the interview, Philippe Meunier highly praised China's firm support for multilateralism in international affairs, advocacy for win-win cooperation, active participation in global cooperation, and constructive promotion of international institutional reform and development. Philip Meunier: I believe that China is a promoter of multilateralism. Taking large international organizations such as the United Nations as an example, although the UN urgently needs reform to improve efficiency, China has not publicly criticized the UN and subsequently stopped funding such practices. Instead, it has made efforts to promote the more efficient operation of these institutions. China actively participates in the work of multiple international organizations, including the United Nations, G20, APEC, BRICS, and so on. I believe that China has always followed this philosophy, which is that we need more cooperation between countries, not less cooperation. (New Society)
