Recently, General Secretary Xi Jinping emphasized in an important article titled "Developing New Quality Productivity According to Local Conditions" published in the "Qiushi" magazine that "localities should adhere to the principle of starting from reality, selectively promoting the development of new industries, new models, and new driving forces based on local resource endowments, industrial foundations, scientific research conditions, etc., accelerating the transformation and upgrading of traditional industries as the basic basis for economic growth and employment income, and promoting the smooth transition of new and old development driving forces. In today's world, the wave of technological revolution and industrial transformation is surging forward, and cutting-edge fields such as artificial intelligence, quantum information, and biotechnology are competing to break through. Traditional and emerging industries are intertwined and symbiotic, and new quality productivity is developed according to local conditions to promote the smooth transition of old and new driving forces, which has become an inevitable requirement for achieving high-quality economic development. During the 14th Five Year Plan period, China embarked on a new journey of comprehensively building a socialist modernized country. By deeply implementing the innovation driven development strategy, accelerating the upgrading of industrial foundations and modernization of industrial chains, positive progress has been made in the transformation of driving forces. The proportion of added value of high-tech manufacturing industry in China's industrial added value above designated size has increased from 15.1% in 2020 to over 16.3% in 2024; It is expected that by the end of this year, the added value of the digital economy is expected to reach 49 trillion yuan, accounting for 35% of GDP. At the same time, traditional industries are revitalized through technological transformation and digital transformation. As of June 2025, the penetration rate of digital R&D design tools and the CNC rate of key processes in industrial enterprises have reached 84% and 66.8%, respectively. During the smooth transition of new and old driving forces, three paths for developing new quality productive forces have been formed across the country based on actual conditions such as resource endowment, industrial foundation, and scientific research conditions, tailored to local conditions. Firstly, it is the innovation resource intensive region, where new industries are laid out with high standards. Beijing Zhongguancun has targeted cutting-edge fields such as artificial intelligence, quantum information, and biotechnology, gathering a group of innovative enterprises with global influence; Shanghai Zhangjiang Science City aims to build a world-class industrial cluster around the three leading industries of integrated circuits, biomedicine, and artificial intelligence; Nanshan District of Shenzhen, represented by high-tech enterprises, occupies a leading position in the world in the fields of Internet, unmanned aerial vehicles, robots, etc; Yuhang District in Hangzhou relies on the West City Science and Technology Corridor to build a future industrial system centered on artificial intelligence, embodied intelligence, low altitude economy, and brain like intelligence. These regions with abundant technological innovation resources will accelerate their integration into the global innovation network, promote the deep integration of technological innovation and industrial innovation, and seize the commanding heights of future industrial development. Secondly, there are traditional industrial agglomeration areas that are steadily exploring new models. As the largest building ceramic production base in China, Foshan, Guangdong has achieved a leap from "manufacturing" to "intelligent manufacturing" by vigorously building digital production lines in the face of high energy consumption, heavy pollution, and severe homogeneous competition. The textile and clothing industry in Qingdao, Shandong has responded to challenges such as rising labor costs and changes in market demand, accelerating the transformation of personalized customization and intelligent production, and forming a new model for the transformation of traditional manufacturing. These traditional industry agglomeration areas are empowered by artificial intelligence to explore new production and service models, promoting the transformation and upgrading of traditional industries. Finally, for regions with relatively scarce innovation resources, it is important to tap into their potential and accumulate new momentum. Faced with the declining development of traditional sericulture agriculture, Shengzhou City in Zhejiang Province has chosen artificial sericulture technology as a breakthrough point. After tens of thousands of element tests and formula trials, it has finally achieved a disruptive innovation in artificial sericulture technology. It is the world's first new model of "factory based sericulture of all age artificial feed", with an annual output of 40000 tons of silkworms reaching the national 5A-6A standard, accounting for more than 70% of the province's total output, equivalent to the output of traditional 400000 sericulture farmers. Bijie, Guizhou Province, vigorously develops the potato seed and potato breeding industry, establishing a complete industrial system from intelligent breeding and high-quality breeding to planting, processing, and sales. The annual output value of the potato industry exceeds 6 billion yuan, driving hundreds of thousands of farmers to increase their income and become prosperous, and becoming a pillar industry for local rural revitalization. These innovations have enabled resource poor regions to solve the bottleneck problem of economic development by tapping deep into their potential. The period of the 15th Five Year Plan is a crucial period for consolidating the foundation and making comprehensive efforts to achieve socialist modernization. The tide of technological and industrial changes has also provided a broad stage for various regions to develop new quality productive forces according to local conditions. At the strategic level, regions with intensive innovation resources should take on heavy responsibilities and achieve greater breakthroughs in cutting-edge technology and future industries; Regions with traditional industrial clusters should seize opportunities and achieve greater progress in transformation, upgrading, and improving quality and efficiency; Regions with relatively scarce innovation resources should leverage their strengths and avoid weaknesses, and explore new paths in cultivating characteristic advantageous industries. At the tactical level, it is necessary to not only leverage the government's strategic leadership and coordination role, but also fully stimulate the innovative vitality of market entities; We need to promote not only technological innovation, but also institutional innovation, management innovation, and business model innovation; We need to cultivate and strengthen new driving forces while also transforming and enhancing traditional ones; We should pursue economic benefits while also considering social and ecological benefits; We should not only attract global innovation resources and high-end talents, but also actively connect with international advanced standards and rules, integrate into the global innovation network and industrial system at a higher level, learn and progress in openness, enhance capabilities in competition, and achieve win-win results in cooperation.
