Sun Huichuan, Director of Food Safety at the State Administration for Market Regulation, introduced that the current problems mainly focus on excessive pesticide residues, abuse of food additives, and microbial contamination. Full dimensional coverage of sampling objects from fields and fields to dining tables and plates, from traditional supermarkets to online platforms, the "tentacles" of food safety sampling continue to extend, and all-round coverage has become the core advantage of supervision, effectively reducing the space for risk and hidden dangers. Data shows that since the 14th Five Year Plan, the number of unqualified enterprises in multiple batches has shown a significant downward trend, with a decrease of nearly 50% compared to 2020 in 2024, and a year-on-year decrease of 57.47% in the first three quarters of this year. The regulatory effectiveness continues to be evident. Sun Huichuan introduced that in the chain link, food safety sampling has covered various entities and formats of food production and operation. On the production side, we will focus on the big but not the small, covering all in production enterprises, and increase the sampling and inspection efforts for small processing workshops; On the business side, we strive for perfection without omission, covering various sales entities such as supermarkets, convenience stores, and agricultural wholesale markets, as well as various catering service operators such as restaurants, central kitchens, and school canteens. We also include new formats such as food delivery, live streaming e-commerce, fresh food e-commerce, and imported food. The coverage of food varieties and inspection items is also not blank. The sampling inspection has covered 39 major categories of food, including various edible agricultural products such as vegetables, fruits, livestock and poultry meat, as well as various production and processing foods such as rice, flour, oil, and catering foods, basically achieving full coverage of daily consumer food for the masses, "said Sun Huichuan. In terms of inspection items, it covers 2066 indicators such as pesticides, veterinary drugs, microorganisms, food additives, etc. Each indicator is supported by scientific testing methods and limit requirements to ensure accurate and reliable testing results. The State Administration for Market Regulation, the Ministry of Agriculture and Rural Affairs, the National Health Commission, the General Administration of Customs, the State Administration of Grain and Material Reserves and other departments have formed a joint regulatory force to continuously increase sampling efforts for key products such as bulk food, edible agricultural products, campus canteen food, and online food. Since the beginning of this year, more than 60000 batches of unqualified food have been detected and verified, effectively safeguarding the safety of the people's tongues. Targeted risk focus focuses on food issues that concern the public, with precise targeted prevention and control through food safety inspections. The focus is on special groups, prominent issues, and cross-border risks, making regulation more targeted. Make 'what children eat' the focus of attention. Sun Huichuan introduced that 100% sampling and full coverage will be achieved for infant formula food production enterprises in production, and "monthly inspections" will be implemented for infant formula milk powder and other foods. All infant formula food enterprises in production will be sampled every month; Organize market supervision departments in various provinces to conduct "bi weekly inspections" on campus meals and centralized food procurement platforms, requiring full coverage of spot checks on campus canteens in all primary, secondary, and tertiary schools across the country every two years. Make 'problematic' the focus of sampling. On the one hand, the prominent issues of campus food, counterfeit and inferior food in rural areas, the production and sale of fake and inferior meat products, and the abuse of food additives, which will be the focus of this year's rectification, will be taken as the key points of sampling and monitoring. On the other hand, for food varieties and inspection items with a relatively high failure rate in previous sampling, the number of sampling batches will be increased. For prominent issues reported in complaints and public opinion, risk assessment will be strengthened, and special sampling will be organized and implemented. The sampling process covers production bases, breeding farms, slaughterhouses, origin storage warehouses, wholesale agricultural markets, etc., to ensure that samples cover all types of subjects; The sampling of varieties is coordinated by the department and the province, with the focus on bulk products at the ministerial level and specialty products at the local level. Daily edible agricultural products such as fruits, vegetables, tea, meat, eggs, milk, fish, shrimp, and crabs are all included in monitoring. Every year, monitoring varieties and parameters are dynamically adjusted based on departmental reports, social concerns, and actual production and drug use to ensure monitoring effectiveness. The problem of adulteration in food such as lamb rolls mixed with duck meat and extra virgin olive oil mixed with soybean oil has always been a strong pain point in society, and the key to solving such problems lies in breaking through the bottleneck of detection technology. In the face of new situations and problems in food safety supervision, we focus on carrying out scientific and technological projects to solve the problems of inability to detect, inaccurate detection, and slow detection. ”Sun Huichuan stated that in response to public concerns about food adulteration, regulatory authorities have developed and released 106 supplementary food inspection methods that can detect nearly a thousand substances, covering key categories such as meat products, flour products, soy products, and seasonings, and technically reducing the space for food safety violations. In response to the potential risks of non edible substances in food, regulatory authorities have included substances such as non food and non food additives in the list of non edible substances that may be added to food, and have issued corresponding inspection methods. Based on this, various regions have investigated and dealt with a large number of illegal addition cases, forming a strong deterrent to illegal enterprises. In response to the demand for rapid screening of edible agricultural products, 67 food rapid testing methods have been released to play a role in rapid screening in key places such as agricultural markets and campus canteens, greatly improving the efficiency of problem detection. The improvement of the standard system provides solid support for sampling supervision. It is reported that the State Administration for Market Regulation, together with the National Health Commission, the Ministry of Agriculture and Rural Affairs and other departments, has issued a total of 1725 national standards, continuously improving the "from farmland to dining table" full chain standard system, providing standards for sampling and supervision. Sun Huichuan stated that in the face of global common technical challenges in food safety inspections, market regulatory authorities have innovatively adopted the "unveiling the list and leading the way" model, mobilizing the entire society's advantageous scientific research forces to carry out research and development. At present, nearly a hundred application materials have been received, which is expected to achieve breakthroughs in testing technology and provide stronger technical support for food safety supervision.
