The Notice proposes that satellite IoT business refers to a low-speed data service that provides wide area IoT connectivity for various devices such as data collection terminals, wearable devices, handheld terminals, as well as vehicles such as cars, ships, and airplanes through satellite communication technology. Enterprises applying to conduct commercial trials of satellite IoT should carry out satellite IoT business nationwide in accordance with laws and regulations by building satellite IoT systems, as well as business support systems, operation support systems, and management support systems. The service target of commercial testing of satellite Internet of Things is enterprises and institutions that use satellite Internet of Things for applications, mainly including industry users who use satellite Internet of Things for data collection and transmission in industries such as industry, transportation, energy, agriculture, and emergency response. By conducting commercial trials of satellite IoT services, we aim to enrich the supply of the satellite communication market, stimulate market vitality, enhance industry service capabilities, establish a safety regulatory system, and form replicable and promotable experiences and models to support the safe and healthy development of emerging industries such as commercial aerospace and low altitude economy. In addition, the Notice provides clear provisions on the approval of experimental applications, business operation requirements, service object management, experimental exit mechanism, organizational management guarantee, and commercial experimental summary.
