Recently, the Ministry of Public Security, together with the National Development and Reform Commission, the Ministry of Justice, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the National Forestry and Grassland Administration, and the China Coast Guard, issued the "Opinions on Strengthening the Construction of Ecological Police Mechanisms" (hereinafter referred to as the "Opinions"), promoting the establishment of an ecological police mechanism led by public security organs and coordinated by relevant departments, cracking down on environmental and resource crimes in accordance with the law, focusing on preventing and resolving major risks, firmly guarding the safety bottom line of building a beautiful China, and supporting high-quality development with high-level protection. The Opinion emphasizes that strengthening the construction of ecological policing mechanisms requires adhering to a systematic approach, upholding integrity and innovation, promoting collaborative governance, adapting measures to local conditions, and fulfilling duties in accordance with the law. On this basis, the "two-step" goal of promoting the construction of ecological policing mechanism is proposed: by 2027, the ecological policing mechanism will be basically established; By 2035, a complete, scientific, standardized, and efficient ecological policing mechanism will have matured and taken shape. At the same time, four main tasks were clarified, including strengthening criminal crackdown, enhancing proactive prevention, promoting comprehensive governance, and transforming service value. In terms of strengthening criminal crackdowns, the Opinion emphasizes that we must always adhere to the strict crackdown policy, and crack down on prominent crimes such as environmental pollution, destruction of wildlife and plant resources, destruction of ancient and famous trees, illegal fishing, illegal mining of mineral resources, illegal mining of river sand and gravel, and illegal occupation of agricultural land in accordance with the law. In response to the prominent characteristics of professionalization, gang organization, long chain, and cross regional involvement in related crimes, we will improve mechanisms for case supervision, cluster crackdown, and clue investigation, and implement precise, deep, large-scale, and coordinated strikes. In terms of strengthening proactive prevention, the "Opinions" point out that local governments are encouraged to explore the construction of practical mechanisms for river and lake police chiefs, forest police chiefs, and ecological police chiefs. Drawing on the practices of "ecological policing+" and "+ecological policing" in some places, it is possible to establish grassroots collaboration platforms such as ecological policing joint service centers and joint service workstations in areas with heavy ecological protection tasks and high incidence of environmental resource crimes, in order to achieve the organic integration of ecological policing with other daily policing and deep integration with grassroots social governance. In terms of promoting comprehensive governance, the "Opinions" require adhering to the principle of using violence to promote governance, timely reporting the discovered risks and hidden dangers to relevant departments, promoting front-end governance, and plugging management loopholes. Adhere to the principle of equal emphasis on protection and restoration, find the right entry point and matching point, and guide the perpetrators to actively assume relevant ecological environment restoration responsibilities in handling environmental and resource crime cases in accordance with the law, achieving an organic unity of political, legal, and social effects. In terms of service value transformation, the "Opinions" require promoting the organic combination of cracking down on crime with ecological environment governance and industrial green transformation, and helping to enhance economic development advantages and the total value of ecological products. Strictly crack down on criminal activities that infringe upon the legitimate rights and interests of enterprises. Strictly crack down on crimes involving infringement and counterfeiting of famous agricultural products and geographical indication products, and strengthen the protection of high-quality ecological resources. The Opinion also puts forward clear requirements for improving work mechanisms such as organizational coordination, practical operation, departmental linkage, and regional cooperation, as well as strengthening support and guarantee measures such as team building, digital intelligence empowerment, rule of law construction, and infrastructure construction. The Opinion emphasizes the full utilization of the functional advantages of public security organs and departments such as development and reform, judicial administration, natural resources, ecological environment, transportation, water conservancy, agriculture and rural areas, forestry and grassland, and maritime police, and promotes the linkage and cooperation of "public security+administration" departments in a hierarchical and classified manner, in order to achieve the best results with the greatest joint efforts.
