Starting from December 1st, a number of important laws and regulations related to people's livelihood will be implemented, including the newly revised Food Safety Law, new regulations for the supervision of catering service chain enterprises, the first national standard specifically for campus catering, and the complete suspension of sales of electric bicycles under the "old national standard". The newly revised Food Safety Law will come into effect on December 1st, and will improve the supervision of road bulk transportation of liquid food and infant formula liquid milk, releasing a strong regulatory signal. To better safeguard the safety of bulk transportation of key liquid foods on roads, the state implements a licensing system for bulk transportation of key liquid foods on roads; Clarify the obligations of the shipper, consignee, and road transport operator of the carrier; No unit or individual shall forge, alter or use forged or altered records of bulk transportation of key liquid food by road, certificates of cleaning of transportation containers and other documents; The list of key liquid foods shall be formulated and adjusted by the food safety supervision and management department of the State Council in conjunction with relevant departments of the State Council, and shall be published after approval by the State Council; Strict legal responsibilities shall be imposed on illegal activities of transporting bulk liquid food by road without permission. To better ensure the quality and safety of infant formula liquid milk, infant formula liquid milk will be included in registration management, and it is stipulated that it cannot be produced by packaging. The same enterprise shall not use the same formula to produce different brands of infant formula liquid milk, and the production enterprise shall organize production according to the registered or filed product formula, production process and other technical requirements. Currently, some chain catering enterprises have vacant food safety management responsibilities and low management levels at their headquarters. Some corporate headquarters only charge expansion fees and have a lenient or even indifferent approach to food safety management in their stores. Some stores even have food safety issues, seriously damaging consumer interests and bringing negative impacts to the industry image. The "Regulations on the Supervision and Management of the Implementation of Main Responsibility for Food Safety in Catering Service Chain Enterprises" issued by the State Administration for Market Regulation will come into effect on December 1st. The regulations have for the first time clarified the definitions of catering service chain operations, corporate headquarters, branch offices, etc., focusing on solving the problem of "unclear regulatory targets" caused by inconsistent recognition standards in the past. What should the headquarters of the enterprise do if the management of the stores is loose, soft, or even completely ignored? The regulations focus on refining the food safety management responsibilities that the enterprise headquarters should undertake and implement. The corporate headquarters must allocate a certain amount of operating income annually for food safety management and take responsibility for food safety issues caused by insufficient funding. What should we do with 'blaming each other when there's a problem'? The regulations clearly define the food safety responsibilities of the enterprise headquarters, branch offices, and stores. The headquarters of the enterprise should play a role in overall management, formulate a list of food safety risk control, and establish and improve relevant work systems and mechanisms. How can chain catering enterprises solve the problem of "not knowing how to manage their stores"? It is clearly stipulated that the enterprise headquarters should formulate operating procedures for raw material procurement, incoming inspection, processing and manufacturing, and ensure food safety by implementing the "Internet plus+Bright Kitchen" and establishing an information management platform for food safety, so as to identify and eliminate potential risks in a timely manner. Under the traditional regulatory model, many issues with campus meals are exposed afterwards. How to strengthen in-process supervision and advance warning? The first national standard in China specifically designed for campus catering, the "Guidelines for the Management of Campus Catering Service Enterprises," will be implemented from December 1st. This standard applies to campus catering service enterprises that provide student meal preparation and delivery services for primary and secondary school and kindergarten students. It clarifies standardized guidelines for recipe and raw material management, processing and production, meal preparation and delivery, dining services, service evaluation and improvement, emergency response, etc., providing standardized guidance for the compliance management of campus catering service enterprises. The mandatory national standard "Safety Technical Specification for Electric Bicycles" (GB 17761-2024) was implemented in September this year. According to the announcement of the State Administration for Market Regulation on the strict management of mandatory product certification for electric bicycles, starting from December 1st, all designated certification agencies for electric bicycles will cancel valid CCC certification certificates issued based on old version standards; All CCC certification certificates issued based on the old version standards that are in a suspended state and cannot be restored to validity shall be revoked. Each electric bicycle sales enterprise shall not continue to sell from the date of cancellation or revocation of its self certification certificate. The new standard optimizes the fire and flame retardant technical indicators of electric bicycles to reduce the hidden dangers and hazards of fire accidents; By improving the tamper proof technical indicators and detection methods of battery packs, controllers, and speed limiters, illegal modifications can be effectively prevented; At the same time, encourage the installation of rearview mirrors and turn signals to improve the safety of vehicle driving. Electric bicycles sold from the factory should be certified and labeled with the CCC mark on the body, indicating that the electric bicycle has been certified by a designated certification agency, meets mandatory national standards, and can be purchased and used with confidence.
