Developing public cultural services is an inherent requirement for safeguarding people's cultural rights and improving their quality of life, and an important way to fill the gaps in cultural development. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development proposes to "adhere to cultural benefits for the people, implement actions to improve the quality and efficiency of public cultural services", and make arrangements to meet the growing spiritual and cultural needs of the people, so that everyone has more hope for a better future life. As of the end of 2024, there are a total of 3248 public libraries, nearly 44000 mass cultural institutions, and over 40000 new public cultural spaces in China. The cultural benefit projects such as the introduction of traditional Chinese opera into rural areas continue to be implemented, and activities such as nationwide reading and art popularization are widely and deeply carried out. Material abundance and spiritual richness are the fundamental requirements of socialist modernization. In the new era and new journey, the people's demand for spiritual and cultural services has risen from "whether there is or not, whether it is lacking" to "whether it is good or not, whether it is refined or not", and promoting the improvement and efficiency of public cultural services has become an urgent task. The head of the Public Service Department of the Ministry of Culture and Tourism stated, "The implementation of the action to improve the quality and efficiency of public cultural services is mainly aimed at promoting solutions to prominent problems such as unreasonable allocation of public cultural resources, uneven distribution of urban and rural public cultural services, insufficient release of digital empowerment, and insufficient openness and sharing of public cultural services. We aim to establish a high-quality public cultural service pattern that matches the requirements of the goal of building a socialist cultural power and adapts to the growing needs of the people for a better life." New ideas and measures for cultural tourism, answering new questions about cultural benefits for the people, and depicting a new picture of the spiritual life of the people.
