Enhancing supply-demand adaptability is an effective measure to further unleash consumption potential and smooth economic circulation. Yesterday (26th), the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Culture and Tourism, the People's Bank of China, and the State Administration for Market Regulation jointly issued the "Implementation Plan for Enhancing the Adaptability of Consumer Goods Supply and Demand to Further Promote Consumption" (hereinafter referred to as the "Plan"), which aims to lead industrial upgrading with consumption upgrading and better meet diverse demands with high-quality supply. The trend of upgrading consumer quality and personalization among Chinese residents is becoming increasingly evident, which requires promoting mutual promotion and progress between industrial upgrading and consumption upgrading. The "Plan" proposes a "two-step" development goal: by 2027, the supply structure of consumer goods will be significantly optimized, forming 3 trillion level consumer sectors and 10 billion level consumer hotspots, and creating a group of high-quality consumer goods with rich cultural connotations and worldwide reputation; By 2030, a high-quality development pattern of benign interaction and mutual promotion between supply and consumption will be basically formed, and the contribution rate of consumption to economic growth will steadily increase. Specifically, the Plan deploys 19 key tasks in 5 areas. One is to expand the increment and accelerate the innovative application of new technologies and models, including accelerating the layout of new fields and tracks, promoting efficient and responsive manufacturing new models, and strengthening the integration and empowerment of artificial intelligence. The second is to dig deep into existing products, expand the supply of distinctive and new products, including promoting the expansion and iteration of green products, upgrading the quality of rural consumer goods, vigorously developing leisure and sports products, promoting innovative development of health products, expanding the influence of historical classic products, and expanding the supply of diversified interest consumption. The third is to segment the market and accurately match the needs of different groups, including enriching the supply of infant and child products, strengthening the supply of high-quality student supplies, expanding the supply of fashionable "trendy" products, optimizing the supply of aging friendly products, etc. The fourth is scenario empowerment, cultivating new consumption scenarios and formats, including actively promoting the launch of consumer goods, orderly development of platform consumption, and standardized development of shared consumption. The fifth is to optimize the environment and create a favorable development environment, including strengthening fiscal and financial support, holding characteristic activities, and maintaining market order. According to a research report by JLL, the creation and innovation of consumer scenarios are key to the sustainable development of China's retail industry. It is necessary to accurately adapt to the consumption preferences of multiple generations and create new consumer scenarios based on demand. Taking sports scenes as an example, according to monitoring data from JLL, the proportion of newly leased space for sportswear in the clothing, shoe, and bag industry in Shanghai shopping centers has jumped from 14.2% in 2023 to 28.4% in the first three quarters of 2025, becoming a dual engine of retail space traffic and value. In addition, a research report by JLL points out that diversified, boundaryless, and innovative service consumption is growing rapidly, becoming a new growth point for consumption and is expected to keep pace with commodity retail. According to research data from JLL, by 2025, the proportion of service-oriented formats such as cinemas, children's living, ice rinks, and entertainment game technology in the top chain operator shopping centers in 40 major cities in China will increase comprehensively. Zhang Jun, Chief Economist of China Galaxy Securities, stated that since 2025, policies to expand domestic demand have continued to be implemented, and consumption scenarios have become increasingly diverse. Both service consumption and durable goods consumption have shown signs of recovery. With the optimization and upgrading of residents' consumption structure, on the one hand, residents place more emphasis on cost-effectiveness in commodity consumption, and on the other hand, they have higher requirements for emotional and self pleasing consumption. The nominal growth rate of related categories of consumption has relatively high room for repair. The upcoming year 2026 is the first year of the "15th Five Year Plan" and a key year for building on the past and ushering in the future. Looking ahead to 2026, Zhang Jun analyzed that the policy focus may gradually shift towards service consumption, promoting the recovery of industries such as catering, cultural entertainment, and tourism. He stated that in the future, China will no longer only focus on the scale of consumption, but will pay more attention to the role of consumption in the economic structure. Therefore, it is expected that more policies to boost consumption will be introduced in 2026, and the zero growth rate of society in 2026 will be higher than the level in 2025.
